Senator Leila de Lima on Tuesday dismissed the supposed complaint to be filed against her by alleged pork scam queen Janet Lim-Napoles as “worthless words,” saying only “fools” will believe her accusations.</div>

Napoles, according to Justice Secretary Vitaliano Aguirre II, is set to file charges against Senators De Lima, Antonio Trillanes IV, and Franklin Dirlon, as well as former Budget secretary Florencio “Butch” Abad over the multi-billion priority development assistance fund (PDAF) scam.</div>

“Only fools will still believe Secretary Aguirre and Janet Lim Napoles,” De Lima said in a statement. “The woman who stole billions in the PDAF Scam is now being glorified to turn state witness against targeted opposition personalities.”</div>

“What makes her anticipated complaint different from the lies she said in the past? A new-found morality? More like the promise of freedom from the Sandiganbayan trial where she is accused of plunder. Senator Leila de Lima on Tuesday chided Senate President Aquilino “Koko” Pimentel III for supposedly acting like the Justice secretary in “opposing” her plea for occasional furlough that would allow her to participate in crucial bills.<br />

“Instead of considering the merits of my request, apparently the Senate President instead has himself dug up jurisprudence against it,” De Lima, who is presently detained over drug-related charges, said in a statement.<br />
<br />
“Senator Koko Pimentel is the Senate President, not the Secretary of Justice. He is opposing a detained senator’s performance of her mandate as if he was the government prosecutor. He should let the DOJ prosecutors argue against me, and not ahead of them,” she added.<br />
<br />
On Monday, Pimentel called De Lima’s plea for support from the Senate leadership as “propaganda.”<br />
<br />
De Lima, former election lawyer of Pimentel, said the Senate President’s statement “trivializes” the legitimacy of her request.<br />
<br />
“I cannot understand the hostility of the Senate President to a simple request for help from a fellow senator who is in detention to perform her mandate,” De Lima said.<br />
<br />
“He is there to look after the other senators and to make sure that they are able to perform their mandate to the extent possible and allowed by law,” she added.<br />

The Commission on Human Rights is facing its “toughest challenge” ever —“crisis of democracy,” detained Senator Leila de Lima said Friday.<br />

De Lima, a former CHR chief, said the country is in a crisis “where citizens are silenced amid the prevalence of flagrant violations of our fundamental rights.”<br />
<br />
“[It is] where lies and rumors are fabricated to poison our minds by some forces in our State for the sake of their political and personal agendas.”<br />
<br />
De Lima, a staunch critic of President Rodrigo Duterte, is currently detained at the PNP Custodial Center in Camp Crame over her alleged involvement in the proliferation of illegal drugs inside the national penitentiary during her term as Justice secretary.<br />
<br />
She was the chairperson of the CHR during the administration of former President and now Pampanga Rep. Gloria Macapagal-Arroyo.<br />
<br />
During her stint at the commission, she led the investigation on the killings allegedly perpetrated by the so-called Davao Death Squad, supposedly upon orders of Duterte, then Davao City's mayor.<br />

“It is in this institution (CHR) where I learned the value of human life and human dignity, regardless of one’s status,” De Lima said.<br />

“Now more than ever, the commission needs to have a united stand in fighting this crisis, to continue fighting for the welfare and rights of our people, especially the marginalized who are often the victims of injustice in our society,” she added.<br />

<b>Sen. Leila de Lima</b> said she is praying for her "<b>own resurrection</b>" on Easter Sunday, after she observed Holy Week in detention.<br />

De Lima, who is detained at the Philippine National Police (PNP) Custodial Center in Camp Crame, is seeking the Supreme Court's relief to nullify her arrest over drug charges.<br />
<br />
Her legal team will submit on Monday her memorandum for this petition.<br />
<br />
"I pray that SC will have the wisdom, discernment and courage to uphold what is true and just, and to see right through my case as clear political persecution," she said.<br />
<br />
The senator said she remains "passionate" about her fight for human rights and justice.<br />
<br />
"They may deprive me temporarily of my liberty, they may paralyze me physically, but they can never ever kill or destroy my spirit and my passion for the things I truly believe in—respect for human rights and justice," she said.<br />
<br />
"As I commit my own resurrection and salvation, dear Lord, increase my faith, strengthen my hope, inflame my love for You and our country," she added.<br />
<br />
De Lima earlier lamented having missed for the first time the Good Friday procession in her hometown, Iriga in Camarines Sur.<br />
<br />
She observed the Stations of the Cross in detention with family and friends who came to visit, and a Mass was celebrated by her spiritual adviser, Fr. Robert Reyes.<br />

The Senate cannot do anything to stop the serving of an arrest warrant on Senator Leila de Lima—if and when that happens—as the offense faced by the neophyte senator is not covered by the immunity granted to members of Congress.<br />
<br />
“That’s quite unfortunate but if that happens, we will see to it that the rule of law is followed,” Senate President Pro Tempore Franklin Drilon told reporters in an interview Monday.<br />
<br />
Following the law only goes as far as ensuring that the arrest warrant is not served inside the Senate session hall “by tradition.” The plenary session is held from Monday to Wednesday at 3 p.m.<br />
<br />
“Theoretically, it can be served, because it is an alleged offense where the penalty is beyond six years. But we will object to any service of the warrant in the session hall,” Drilon, a partymate of De Lima under the Liberal Party (LP), said.<br />
<br />
Article VI, Section 11 of the 1987 Constitution states that “a senator or member of the House of Representatives shall, in all offenses punishable by not more than six years imprisonment, be privileged from arrest while the Congress is in session.”<br />
<br />
De Lima, however, is accused of violating Section 5 of Republic Act 9165 or the Comprehensive Dangerous Drugs Act, which imposes the penalty of life imprisonment and a fine of P50,000 to P10 million.<br />
<br />
<b>Ethics complaint</b><br />
<br />
Meanwhile, Majority Leader Vicente Sotto III said the Senate ethics panel targets to resolve the complaints against De Lima by the end of the month.<br />
<br />
De Lima said she has filed her reply to the complaints filed against her, including the one filed by several House leaders.<br />
<br />
“Tuloy yun. It’s a different story. The issue in the ethics committee is about the conduct of a senator,” Sotto, chairman of the ethics panel, said.<br />
<br />
De Lima argued she should not be penalized for merely giving advice to her former bodyguard-driver Ronnie Dayan to skip the House inquiry on the Bilibid drug trade.<br />

Sen. Leila de Lima on Monday urged the Duterte administration to go after big-time drug dealers instead of training its sights solely on street peddlers of illegal substances.<br />
<br />
In an interview with GMA News TV’s “News to Go,” De Lima said the government’s campaign against illegal drugs should not only focus on the so-called “small fry.”<br />
<br />
Since President Rodrigo Duterte started making bold pronouncements about going after drug traders, the senator noted that only a few big-time pushers have been caught.<br />
<br />
“Konti pa lang ang ating nakikita na malaki. Ang big drug lords nasa Bilibid. Dapat big dealers,” she said.<br />
<br />
De Lima, a former Justice Secretary and Commission on Human Rights chair, said there has also been no reports so far about raids conducted in upscale clubs where transactions involving illegal drugs are known to take place.<br />
<br />
“Wala pa kong naririnig na nagre-raid o nagsasagawa ng operasyon sa posh clubs na lantaran ang dealing ng ecstasy catering to high class people. May narinig na ba tayong ganyan? Puro street pushers,” she said.<br />
<br />
The Philippine National Police earlier confirmed an increase in the number of illegal drug suspects getting killed in police operations since the May 9 elections.<br />
Citing information from the PNP, Ifugao Rep. Teddy Baguilat said at least 23 people suspected of being drug offenders have been killed by law enforcers from June 30 until July 7 under what he described to be “vague circumstances.”<br />
<br />
Baguilat has asked the House of Representatives to probe the wave of drug-related killings that occurred in recent weeks. A similar resolution will be filed by De Lima in the Senate this week.<br />
<br />
<b>'Not to be selective'</b><br />
<br />
While the senator said she is supportive of Duterte’s campaign against illegal drugs, she said the government must not be selective in whom to go after.<br />
“[D]apat ipakita ang seriousness [ng gobyerno] na i-cover big or small people at dapat sang-ayon sa tamang proseso ng batas,” she said.<br />
<br />
Aside from going after drug pushers, the senator also urged the government to look into corruption among the PNP’s ranks. She said the illegal drug trade would not have flourished if there weren’t cops who coddled those involved in it.<br />
<br />
“Ang una talagang dapat gawin ay tapusin ang corruption sa law enforcement agency. If only they will do their job, if walang makikipag-kuntsaba sa kanila, magpo-protect sa kanila, magka-coddle sa kanila, di dapat magiging ganito kalala [ang problema sa droga],” she said.<br />
<br />
De Lima said there were some policemen found to be protecting drug syndicates during the Aquino administration although she said she was unaware of how high the ranks of the cops charged were.<br />
<br />
Last week, Duterte named five active an retired police officials allegedly involved in the illegal drugs trade. The active officials have been relieved from their posts.<br />
Duterte said he also has a list of mayors supposedly protecting drug syndicates but he has yet to divulge any names.<br />

Justice Secretary Leila de Lima on Sunday urged President Rodrigo Duterte to remind the police about the importance of following the law while carrying out his administration’s all-out offensive against illegal drugs.<br />
<br />
While De Lima sees nothing wrong with Duterte’s use of incendiary rhetoric to inspire policemen to go after suspected drug offenders, she said he might be unwittingly encouraging them to break the law with his condonation of extrajudicial killings.<br />
<br />
“Trabaho ng Pangulo na siguraduhin na ine-enforce ang batas at i-motivate ang mga tao sa baba na gawin nang maayos ang kanilang trabaho. Ang problema nga lang, may mga alanganin na statements, with due respect, ang ating Pangulo na nag-e-encourage o nagpo-promote o nagko-condone ng summary killings,” she said in an interview over dzBB radio.<br />
<br />
De Lima, a former Justice Secretary and chair of the Commission on Human Rights, said Duterte should choose his words carefully when giving marching orders to policemen on how to pursue suspected drug offenders.<br />
<br />
“Dapat 'pag nagsasalita ang ating Pangulo, bagamat hindi natin maaalis ang kanyang estilo, may sarili siyang style na hinahangaan ng karamihan, when he does that, kailangan binabalanse din niya. When he says ‘go after them, be resolute be firm, wag kayo matakot, pero ingat din kayo na 'wag kalimutan ang isinasaad ng batas,” she said.<br />
<br />
The President should make it clear that killing suspects in legitimate police encounters should be the authorities’ last resort, De Lima added.<br />
<br />
“Killing should be the last resort. Siguraduhin na ‘yung mga namamatay ay yun ay yung talagang nanlaban. Hindi yung lahat na lang nanlaban. Hindi na kapanipaniwala ‘yan,” she said.<br />
<br />
Duterte has been using the word "kill" in his statements in pushing for his advocacy against illegal drugs.<br />
<br />
He repeated the statement during a speech during the 69th Philippine Air Force anniversary in Pampanga last Tuesday, where he tagged two retired and three active police officials in illegal drugs.<br />
<br />
"I have been warning everybody: At the end of my speeches, when I was campaigning for the presidency, I always end it by saying, “Do not destroy my country because I will kill you. Do not destroy the young people of this country because I will kill you.” Kung hindi pa naman sapat sa lahat ‘yan ay ewan ko, what else?" Duterte said in his speech.<br />
<br />
<b>Duterte-inspired</b><br />
<br />
The Philippine National Police (PNP) has confirmed an increase in the number of illegal drug suspects getting killed in police operations since the May 9 elections.<br />
Former PNP spokesman Chief Superintendent Wilben Mayor had said that the intensified operations were due to Duterte’s pronouncements about eliminating drugs and criminality in the Philippines.<br />
<br />
Mayor, however, clarified that only a small fraction of the total drug suspects neutralized were killed during operations.<br />
<br />
The President had promised to give cash rewards to those who will be able to arrest and kill drug lords.<br />
<br />
Based on the latest data released by the PNP, a total of 103 drug suspects have been killed by policemen in anti-narcotics operations from May 10 to July 3.<br />
<br />
<b>Senate probe</b><br />
<br />
De Lima is set to file this week a resolution calling for a Senate investigation into the series of killings of drug suspects that occurred even before Duterte formally assumed office on June 30.<br />
<br />
She said congressional probe could lead to institutionalizing the operational procedures of the Philippine National Police, Philippine Drug Enforcement Agency, and other law enforcement agencies.<br />
<br />
The senator said PNP chief Director General Roland “Bato” Dela Rosa will be among the resource persons invited to the Senate probe to shed light on the police’s campaign against illegal drugs.<br />
<br />
Asked if she is afraid of possible criticism from Duterte over her plan for a Senate probe, De Lima said seeking an inquiry into drug-related killings is part of her duty as a lawmaker.<br />
<br />
“Sa tingin ko naman wala akong ginagawang masama. Karapatan kong magsalita, karapatan ko ring magsagawa ng Senate inquiry as part of my job, as part of my mandate,” she said.<br />
