President Rodrigo Duterte asked for town and city mayors' help in the government's campaign against illegal drugs during their meeting in Malacañang on Wednesday, Bacoor City Mayor Lani Mercado Revilla said Thursday.</div>

Daanbantayan, Cebu Mayor Vicente Loot, meanwhile, belied reports that Duterte threatened to kill the mayors during the meeting. He said Duterte warned them instead against having links with drug lords.</div>

Loot, a retired police officer, was earlier tagged by Duterte and self-confessed drug lord Kerwin Espinosa in the illegal drug trade.</div>

Loot said Duterte had a good mood during their meeting, which happened in batches based on regions.</div>

Robredo has denied being part of any group seeking Duterte's ouster, saying she last spoke with philanthropist Loida Nicolas-Lewis during the campaign period for the 2016 elections.</div>

MANILA, Philippines – He used to be against the death penalty, but after leading the House probe into the narcotics trade at the New Bilibid Prison (NBP), House committee on justice chairperson Reynaldo Umali said he had “a change of heart.”<br /><br />“I was also against death penalty. I do support the pro-life stand. But after the Bilibid probe, I had a change of heart. In the sense that I really wanted to include or restore death penalty for drug-related heinous crimes,” said Umali in a Rappler Talk interview on Friday, January 6.<br /><br />The Oriental Mindoro 2nd District representative led his committee as it investigated how drugs proliferated at the NBP when Senator Leila de Lima was still justice secretary.<br /><br />The probe – controversial as it targeted the fiercest critic of President Rodrigo Duterte – showed that De Lima, her former driver and lover Ronnie Dayan, and other Bureau of Corrections officials are responsible for the continued drug use in the national penitentiary. (READ: House report on Bilibid drugs: ‘Sufficient evidence point to De Lima)<br /><br />Congressmen also recommended the return of capital punishment for drug-related crimes.<br /><br />Reimposing the death penalty is one of the priority bills of the President, who is also waging a bloody war against drugs.<br /><br />During the interview, Umali said he became pro-death penalty after seeing the crimes committed by drug addicts.<br /><br />“I’ve seen worst things happening or which happened because of drug-crazed people. And I’ve seen massacres – families being massacred and senseless crimes being committed, and I feel for the victims, for their families,” said Umali.<br /><br />“And so I guess, one of the things I felt was necessary was to strike some element of fear among these criminals, especially those who are involved in drugs and or those affected by drugs. Because my understanding is that their minds are affected by the drugs, and therefore, these are the things I want to be reformed,” he added.<br /><br />The influence of Jaybee Sebastian<br /><br />Umali also said his “change of heart” on the death penalty was caused by the testimony of high-profile NBP inmate Jaybee Sebastian during the House Bilibid probe. (READ: Jaybee Sebastian: I gave P14 M to De Lima, aide)<br /><br />“Jaybee Sebastian was asked, in the local dialect, ‘Anong kinatatakutan mo?’ Sinabi niya, “Kamatayan lang po,’ (‘What are you afraid of?’ He said, ‘Just death’),” said Umali.<br /><br />He added that Sebastian’s words seemed to indicate that the inmate “doesn’t fear anything” inside the NBP because the convict is already serving a life imprisonment sentence.<br /><br />“When he was asked during the Bilibid Probe, that question, he answered very directly and straightforwardly that he feared death. And so, there’s got to be some fear instilled in these convicted felons,” said Umali.<br /><br />Last December, the House justice committee approved the bill seeking to reimpose the death penalty for 21 heinous crimes. The Department of Justice (DOJ) has decided to file frustrated murder charges in court against confessed hitman Edgar Matobato in relation to a complaint forwarded by one of his alleged victims last September. <br /><br />In a chance interview on Thursday, Justice Secretary Vitaliano Aguirre II said the Digos City Prosecutor's Office found probable cause against Matobato, who is accused of shooting complainant Abeto Salcedo Jr. in October 2014.<br /><br />Aguirre could not say if the case has been filed at the Digos City Regional Trial Court.<br /><br />"Tapos na ang resolution ng complaint kaya anytime pwede mafile na," he said in a text message. <br /><br />Salcedo alleged that Matobato shot him several times as he was leaving the Department of Agriculture (DAR) office in Digos City where he once worked as adjudicator for DAR-Southern Mindanao. <br /><br />The former government employee surmised the attempt on his life was related to his work as DAR adjudicator.<br /><br />Matobato denied the charges, telling a Senate inquiry last October that he was under the DOJ's Witness Protection Program when the incident took place. <br /><br />Matobato claimed he killed several individuals on President Rodrigo Duterte’s orders during the latter’s term as city mayor of Davao. Malacañang has since denied Matobato's allegation. <br /><br />Matobato was admitted to the WPP during the term of then-justice secretary and now Senator Leila De Lima, but left when Duterte won the presidency in May last year.<div>

"Senator Trillanes could be referring to himself when he described the President corrupt," the Palace official said. </div>

Panelo was reacting to the senator's radio interview earlier in the day accusing the President of doing nothing against corruption in the government because he was also tainted with corruption. </div>

Panelo, however, said Trillanes should explain his "suspicious visits" to China during the time of former President Benigno Aquino III. </div>
<div>
<br /></div>

"Asked him [why he is corrupt]. Maybe he should explain his suspicious visits to China during [Aquino’s] time," the lawyer said, referring to Trillanes' backchannel meetings with Chinese officials in connection with the disputed West Philippine Sea. </div>

Trillanes insisted that there was P2 billion deposited in the bank account of the President and stressed that he would resign if his claim was proven untrue. </div>

But Panelo replied, "He (Trillanes) doesn't have to wait for that [because] he is undeserving of a Senate seat. He should resign now." </div>

Even before Duterte became president, Trillanes claimed that the former Davao City mayor had undeclared P211 million savings in his back accounts in Pasig City. </div>

<span style="font-family: Arial, Helvetica, sans-serif;">Duterte was sworn in on June 30, and within the first week of his presidency 72 accused drug dealers were killed by police and vigilante groups, according to a "Kill List" compiled by the newspaper Philippine Inquirer. Dating back to Duterte's election victory on May 10, the figure jumps to 119.</span><br />

<span style="font-family: Arial, Helvetica, sans-serif;">Last weekend, police reported nine more killings, including an unidentified man found in Manila with his head wrapped in tape and a cardboard sign on his torso reading: "I Am a Pusher."</span><br />

Two are currently in prison but believed to be operating their drug empires from behind bars. A third was out of the country, and Duterte warned him not to return.</span><br />

President Rodrigo Duterte was welcomed into his new home Bahay Pangarap on Tuesday, with a house blessing led by Catholic priests.<br />

Looking comfortable in bedroom slippers, Duterte is seen praying with several priests inside the Bahay Pangarap, as shown in photos issued by the president's aide, Bong Go.<br />
<br />
Duterte also posed with a 'welcome banner' prepared by employees.<br />
Earlier, his spokesperson Ernesto Abella said Duterte finds Bahay Pangarap "too big" and finds it sad living all by his lonesome.<br />

"Sabi nga niya malungkot daw doon dahil malaki daw ang bahay, aalog-alog, siya lang daw mag-isa. Wala daw siyang kasama," Abella said.<br />
Duterte's family is based in Davao City.<br />

Duterte decided to follow former President Aquino's lead to live in Bahay Pangarap situated in Malacañang Park after finding the Palace residence too big for a bachelor.<br />

Bahay Pangarap, which is in Malacanang Park across the Palace, was restored by Architect Francisco Mañosa during the Ramos administration. It was demolished and rebuilt in 2008 by architect Conrad Onglao, the former partner of singer-actress Zsa Zsa Padilla.<br />

Bahay Pangarap now has a "contemporary style (retaining the basic shape of the roof as a nod to the previous historic structure), replacing, as well, the Commonwealth-era swimming pool and pergolas with a modern swimming pool," the Palace website said.<br />

Justice Secretary Leila de Lima on Sunday urged President Rodrigo Duterte to remind the police about the importance of following the law while carrying out his administration’s all-out offensive against illegal drugs.<br />
<br />
While De Lima sees nothing wrong with Duterte’s use of incendiary rhetoric to inspire policemen to go after suspected drug offenders, she said he might be unwittingly encouraging them to break the law with his condonation of extrajudicial killings.<br />
<br />
“Trabaho ng Pangulo na siguraduhin na ine-enforce ang batas at i-motivate ang mga tao sa baba na gawin nang maayos ang kanilang trabaho. Ang problema nga lang, may mga alanganin na statements, with due respect, ang ating Pangulo na nag-e-encourage o nagpo-promote o nagko-condone ng summary killings,” she said in an interview over dzBB radio.<br />
<br />
De Lima, a former Justice Secretary and chair of the Commission on Human Rights, said Duterte should choose his words carefully when giving marching orders to policemen on how to pursue suspected drug offenders.<br />
<br />
“Dapat 'pag nagsasalita ang ating Pangulo, bagamat hindi natin maaalis ang kanyang estilo, may sarili siyang style na hinahangaan ng karamihan, when he does that, kailangan binabalanse din niya. When he says ‘go after them, be resolute be firm, wag kayo matakot, pero ingat din kayo na 'wag kalimutan ang isinasaad ng batas,” she said.<br />
<br />
The President should make it clear that killing suspects in legitimate police encounters should be the authorities’ last resort, De Lima added.<br />
<br />
“Killing should be the last resort. Siguraduhin na ‘yung mga namamatay ay yun ay yung talagang nanlaban. Hindi yung lahat na lang nanlaban. Hindi na kapanipaniwala ‘yan,” she said.<br />
<br />
Duterte has been using the word "kill" in his statements in pushing for his advocacy against illegal drugs.<br />
<br />
He repeated the statement during a speech during the 69th Philippine Air Force anniversary in Pampanga last Tuesday, where he tagged two retired and three active police officials in illegal drugs.<br />
<br />
"I have been warning everybody: At the end of my speeches, when I was campaigning for the presidency, I always end it by saying, “Do not destroy my country because I will kill you. Do not destroy the young people of this country because I will kill you.” Kung hindi pa naman sapat sa lahat ‘yan ay ewan ko, what else?" Duterte said in his speech.<br />
<br />
<b>Duterte-inspired</b><br />
<br />
The Philippine National Police (PNP) has confirmed an increase in the number of illegal drug suspects getting killed in police operations since the May 9 elections.<br />
Former PNP spokesman Chief Superintendent Wilben Mayor had said that the intensified operations were due to Duterte’s pronouncements about eliminating drugs and criminality in the Philippines.<br />
<br />
Mayor, however, clarified that only a small fraction of the total drug suspects neutralized were killed during operations.<br />
<br />
The President had promised to give cash rewards to those who will be able to arrest and kill drug lords.<br />
<br />
Based on the latest data released by the PNP, a total of 103 drug suspects have been killed by policemen in anti-narcotics operations from May 10 to July 3.<br />
<br />
<b>Senate probe</b><br />
<br />
De Lima is set to file this week a resolution calling for a Senate investigation into the series of killings of drug suspects that occurred even before Duterte formally assumed office on June 30.<br />
<br />
She said congressional probe could lead to institutionalizing the operational procedures of the Philippine National Police, Philippine Drug Enforcement Agency, and other law enforcement agencies.<br />
<br />
The senator said PNP chief Director General Roland “Bato” Dela Rosa will be among the resource persons invited to the Senate probe to shed light on the police’s campaign against illegal drugs.<br />
<br />
Asked if she is afraid of possible criticism from Duterte over her plan for a Senate probe, De Lima said seeking an inquiry into drug-related killings is part of her duty as a lawmaker.<br />
<br />
“Sa tingin ko naman wala akong ginagawang masama. Karapatan kong magsalita, karapatan ko ring magsagawa ng Senate inquiry as part of my job, as part of my mandate,” she said.<br />
