Fifteen senators think there is “no compelling reason to revoke” martial law in Mindanao, as they expressed full support for President Rodrigo Duterte’s declaration.<br />
<br />
Senate Resolution 388 expressing the sense of the Senate supporting Duterte’s martial law declaration was filed on Monday by 15 out of the 23 senators, all of whom belong to the majority bloc.<br />
<br />
“The acts committed by the Maute group are an open attempt to remove from the allegiance to the Philippine Government the part of Mindanao and deprive the Chief Executive of its powers and prerogatives to enforce laws of the land and to maintain public order and safety in Mindanao, hence constitutes the crime of rebellion,” the resolution read.<br />
<br />
“The Senate finds the issuance of Proclamation No. 216 to be satisfactory, constitutional and in accordance with the law. The Senate hereby supports fully Proclamation No. 216 and finds no compelling reason to revoke the same,” it added.<br />
<br />
The resolution was signed by Senate President Aquilino “Koko” Pimentel III, Senate President Pro Tempore Ralph Recto, Majority Leader Vicente Sotto III, and Senators Sonny Angara, Nancy Binay, JV Ejercito, Sherwin Gatchalian, Richard Gordon, Gringo Honasan, Panfilo Lacson, Loren Legarda, Manny Pacquiao, Joel Villanueva, Cynthia Villar, and Miguel Zubiri.<br />
<br />
Senators Francis “Chiz” Escudero and Grace Poe are the only two majority bloc senators who did not sign the resolution.<br />
<br />
In a text message, Escudero said he was’t aware of the filing of such resolution.<br />
<br />
“I would have voted against revocation at this time in a joint session once a member of Congress files a motion to so revoke,” Escudero said.<br />
<br />
In a separate statement, Poe said that she does not object to martial law “if it is the pathway to ensuring the safety of our countrymen in Marawi.”<br />
<br />
While issuing a resolution supporting martial law is not required by law, Poe said it would have been “prudent” if the Senate highlighted the safeguards provided in the Constitution.<br />
<br />
“I will not renege on my duty in striking a balance between ensuring the safety of our kababayans in Marawi, and in ensuring that the constitutional safeguards against abuses are followed,” Poe said.<br />

<b>Minority bloc</b><br />

<br />
Senate Resolution No. 350 was signed by Minority Leader Franklin Drilon, and Senators Francis “Kiko” Pangilinan, Paolo Benigno “Bam” Aquino IV, Risa Hontiveros, Leila de Lima and Antonio Trillanes IV.<br />
<br />
The resolution said the joint session was necessary to determine the “constitutional and factual validity” of Proclamation No. 216 declaring martial law in Mindanao following the attacks of the ISIS-inspired Maute group in Marawi City.<br />
<br />
Congress has only two session days to discuss the two resolutions concerning martial law before it adjourns sine die.<br />

The Senate minority bloc on Monday filed a resolution to convene Congress in joint session and review President Rodrigo Duterte’s declaration of martial law in Mindanao.<br />
<br />
Senate Resolution No. 350 was signed by Minority Leader Franklin Drilon, and Senators Francis “Kiko” Pangilinan, Paolo Benigno “Bam” Aquino IV, Risa Hontiveros, Leila de Lima and Antonio Trillanes IV.<br />
<br />
The resolution said the joint session was necessary to determine the “constitutional and factual validity” of Proclamation No. 216 declaring martial law in Mindanao following the attacks of the ISIS-inspired Maute group in Marawi City.<br />
<br />
“It is incumbent upon the Senate and the House of Representatives to conduct a joint session for the purpose of determining the constitutional and factual validity of the proclamation, of preventing abuses in its implementation, and ensuring the safety of the people of Marawi and the whole of Mindanao,” the bloc said.<br />
<br />
The opposition group cited a Supreme Court (SC) decision in 2012, which says that the President and Congress “act in tandem” in exercising the power to proclaim martial law or suspend the privilege of the writ of habeas corpus.<br />
<br />
Senate President Aquilino “Koko” Pimentel III earlier said it will be “useless” to convene Congress in a joint session if there is no intention to revoke the martial law declaration.<br />
<br />
Article VII, Section 18 of the Constitution states Congress may revoke the proclamation “voting jointly, by a vote of at least a majority of all its members in regular or special session.”<br />
<br />
In an interview, Pimentel said the resolution filed by the minority bloc will undergo the usual reference of business.<br />
<br />
“I don’t think we will talk about joint session [today]. We can talk about the report, inputs ng DND, questions. It will eat a lot of time already,” Pimentel told reporters before the senators went in closed-door executive session with security officials to discuss the martial law declaration.<br />
<br />
The Senate has only two days before it adjourns session sine die on Wednesday.<br />

Former budget secretary Florencio Abad and Senators Antonio Trillanes, Leila de Lima and Franklin Drilon, will soon face charges in connection to the PHP10-billion (USD200-million) pork barrel scam, Justice Vitaliano Aguirre II revealed Monday.<br />
<br />
Aguirre said the charges will be filed in the coming days by businesswoman Janet Lim Napoles, the alleged brains behind the scam that funneled lawmakers’ Priority Development Assistance Fund (PDAF) into bogus non-government organizations.<br />

Last May, the Court of Appeals acquitted Napoles in the alleged illegal detention of her distant relative and corruption whistleblower Benhur Luy.<br />

The administration then floated the idea of turning Napoles into a state witness in its re-investigation of PDAF misuse under the Aquino government.<br />
<br />
President Rodrigo Duterte has accused the previous administration of shielding its allies from the pork barrel raps.<br />
<br />
Aguirre however denied that the new pork barrel probe was a ploy to discredit previous administration officials.<br />

Senator Antonio Trillanes IV on Monday chided members of the House justice committee for junking the impeachment complaint filed against President Rodrigo Duterte, saying they are either scared of the administration or believe that there is nothing wrong with extrajudicial killings (EJKs).<br />
<br />
“Buong mundo na ‘yung nakakapuna bukod lang sa mga pagpatay ng libo-libo, pagnanakaw ng bilyon-bilyon at secret dealings with China. Mabibigat ito,” Trillanes told reporters in an interview.<br />
<br />
“It’s either natatakot sila or talagang gusto nila or nakikinabang sila sa administrasyon or worse, naniniwala sila na tama yung pinaggagagawa ni Duterte,” he added.<br />
<br />
Trillanes lamented how some congressmen who are also lawyers grilled Magdalo party-list Rep. Gary Alejano on his “personal knowledge” over his accusations against Duterte.<br />
<br />
“Baluktot yung pangangatwiran nitong mga nag-a-abogado kay Duterte,” Trillanes said.<br />
<br />
“‘Yung pinagmamasdan ko nga si Fariñas eh, akala ko maligang na abogado ito, pero hindi niya naiintindihan yung testigo tsaka complainant. Iba yun, those are two different things,” he added.<br />
<br />
During the hearing at the House justice committee, Fariñas grilled Alejano on the points raised in the complaint, starting with the spate of alleged EJKs.<br />
<br />
“You took it upon yourself to state under oath that you have personal knowledge on this, but now you’re saying hindi pala,” Fariñas said.<br />
<br />
Fariñas indicated that Alejano violated Paragraph 3 of the verification of complaint, where a complainant swears under oath that all his allegations are “true and correct” to his personal knowledge or via authenticated records.<br />
<br />
“Any complainant who should come before Congress must really stand to this oath,” he said.<br />
<br />
The committee decided to junk the impeachment complaint against Duterte, saying it is "insufficient in substance."<br />
<br />
Trillanes said they will resort to “other modes,” which Duterte’s allies cannot control.<br />
<br />
“Mapapunta na lang tayo sa ibang modes kung papano lalabas ang katotohanan na ito. Sa mga ganung paraan, hindi na nila maco-control,” he said.<br />
<br />
Trillanes and Alejano both belong to the Philippine Military Academy Class of 1995. They are members of the Magdalo group of soldiers who went against President Gloria Macapagal-Arroyo.<br />

The National Food Authority's (NFA) buffer stock of rice has reached a critical low as it only has eight more days worth of rice bags left in its warehouse.<br />
<br />
The NFA said it only has 19,000 sacks left in a warehouse in Quezon City that supplies the whole span of Manila, short of the required 15-day everyday buffer stock and the 30-day stock for the rainy season, according to a report by GMA News' Leigh Alviz on Balitanghali.<br />
<br />
The NFA is currently waiting for an approval for a government-to-government transaction involving an initial importation of rice stock of 250,000 metric tons from Thailand and China to plug the shortage.<br />
<br />
Agriculture Undersecretary Ariel Cayanan said they were hoping the harvest season would also help augment the country's rice supply in addition to these imports.<br />
<br />
"We want to believe na kung may harvest season po tayo ay meron po tayong stock," Cayanan said.<br />
<br />
However, the NFA is reluctant to solely rely on local farmers as their buying price of P22 per kilo is far more expensive than the NFA's P17 per kilo buying price for unhusked rice or palay.<br />
<br />
Retailers are already feeling the effects of the rice shortage as prices per sack have increased by P50 while waiting for a P1 increase on each kilo of rice.<br />
<br />
Agriculture Secretary Emmanuel Piñol initially blocked the request to import rice to avoid coinciding with the harvest season.<br />
<br />
He also recommended the creation of a task force to prove that the alleged rice shortage in the country is merely a rumor used by cartels to manipulate the price of rice.<br />
<br />
Piñol said he could sense of rice traders and cartels are trying to create an artificial shortage of the staple. "Those hoarding rice should be charged with economic sabotage."<br />

In 2016, the Yellows rallied for their presidential candidate Mar Roxas through massive vote buying, but while that did not work, it helped them secure a place in the vice presidential post through Leni Robredo.<br />
<br />
The maneuvers of the Yellows in the pork barrel scam are now slowly coming to light with the acquittal of “pork barrel queen” Janet Napoles from the crime of kidnapping her own relative and long-time aide Benhur Luy.<br />
<br />
A background check on the Aquino-Napoles relations showed that they were longtime friends along with other Liberal Party (LP) figures such as former Budget Secretary Florencio Abad and Senator Franklin Drilon.<br />
<br />
Tiglao enumerated the facts about the pork barrel scam that he believes calls for an investigation in the Duterte administration with the first one being that the Commission on Audit’s (COA) special audit on the pork barrel funds covered the years 2007 to 2009 which was Arroyo’s administration.<br />
<br />
A special audit report from 2010 to 2012 which is the Aquino term has yet to be released.<br />
<br />
No one from the Yellows were charged for graft and corruption in the pork barrel scam, while the three senators who were were the biggest critics of the Yellow administration that time.<br />
<br />
Additionally, Jinggoy Estrada and Bong Revilla were prospective presidential or vice presidential candidates for 2016 that time which Tiglao assumed might have been the reason why the Yellows pinned them down during the scam.<br />
<br />
Despite being unconstitutional, Aquino managed to maintain the practice up until 2016 through a funding scheme for Bottom Up Budgeting projects.<br />
<br />
Tiglao named Inquirer as the biggest media aide of the Yellows that helped secure their posts, in exchange, they managed to evade their Php 1.5 billion tax liability in Dunkin Donut which Inquirer owner Rufino family owns and also their Php 2 billion unpaid rentals for illegally leased Mile Long property.<br />

The task force was created after the PNP-Anti-Illegal Drugs Group disgraceful involvement in the kidnap-slay of Jee Ick-Joo, a businessman from South Korea that the group tried to extort.<br />
<br />
“We are really thankful especially to the media because you have been repeatedly airing our hotline numbers. Through this, we were able to receive 5,000 text messages so far,” said the superintendent.<br />
Of course, the 800 will be given due process and will be subject for a follow-up and/or validation.<br />
<br />
Malayo also said that most of the “scalawags” are coming from Metro Manila and are related to extortions.<br />
He added that the task force use entrapment operations to validate the claims.<br />
<br />
The task force is thankful for the citizens who are helping them out and is looking forward to their continued support.<br />
<br />
“I hope that the citizens will continue helping us by sending us reports. We really need reports coming from the public for successful operation”, said the commander.<br />
<br />
There were already policemen who were taken out of commission, two of them were even police colonels who were linked to protecting an illegal gambling scheme in Central Visayas.<br />
<br />
Back in February, a group of “scallawag” cops was deployed to Basilan. The president also threatened some of them that he will make them eat the water lily infestation behind Malacanang.<br />

The Senate cannot do anything to stop the serving of an arrest warrant on Senator Leila de Lima—if and when that happens—as the offense faced by the neophyte senator is not covered by the immunity granted to members of Congress.<br />
<br />
“That’s quite unfortunate but if that happens, we will see to it that the rule of law is followed,” Senate President Pro Tempore Franklin Drilon told reporters in an interview Monday.<br />
<br />
Following the law only goes as far as ensuring that the arrest warrant is not served inside the Senate session hall “by tradition.” The plenary session is held from Monday to Wednesday at 3 p.m.<br />
<br />
“Theoretically, it can be served, because it is an alleged offense where the penalty is beyond six years. But we will object to any service of the warrant in the session hall,” Drilon, a partymate of De Lima under the Liberal Party (LP), said.<br />
<br />
Article VI, Section 11 of the 1987 Constitution states that “a senator or member of the House of Representatives shall, in all offenses punishable by not more than six years imprisonment, be privileged from arrest while the Congress is in session.”<br />
<br />
De Lima, however, is accused of violating Section 5 of Republic Act 9165 or the Comprehensive Dangerous Drugs Act, which imposes the penalty of life imprisonment and a fine of P50,000 to P10 million.<br />
<br />
<b>Ethics complaint</b><br />
<br />
Meanwhile, Majority Leader Vicente Sotto III said the Senate ethics panel targets to resolve the complaints against De Lima by the end of the month.<br />
<br />
De Lima said she has filed her reply to the complaints filed against her, including the one filed by several House leaders.<br />
<br />
“Tuloy yun. It’s a different story. The issue in the ethics committee is about the conduct of a senator,” Sotto, chairman of the ethics panel, said.<br />
<br />
De Lima argued she should not be penalized for merely giving advice to her former bodyguard-driver Ronnie Dayan to skip the House inquiry on the Bilibid drug trade.<br />
