FULL TEXT: Leaked transcript of Trump-Duterte phone call

A four-page transcript of the telephone call of US President Donald Trump and Philippine President Rodrigo Duterte recently circulated online.

The transcript which had a "confidential" cover sheet contained the conversation of the two leaders on April 29 after the Association of the Southeast Asian Nations Summit in Manila.

It was made by the Office of American Affairs of the Department of Foreign Affairs, who warned the supposed recipients of the transcript that they are not authorized to disclose the contents of the transcript as it may endanger the national security of the two countries.

The supposed recipients of the transcript are civilian security and consular concerns or officer-in charge through the Office of the Undersecretary for Policy.
POTUS PRRD CALL

29 April 2017

10:00 PM

This is PRRD speaking.

Yes, speaking.

US operator: Yes, Sir, just one moment for President Trump pls.

PRRD: Thank you.

POTUS: Mr President

PRRD: President Trump, thank you for calling, and Good evening, its night over here.

POTUS: Okay I hope its not too late? Its okay isn't it? Is it too late?

PRRD: No its okay we are just having dinner with some of the members of ASEAN

POTUS: Oh ok good becasuse know you don't sleep much, you're just like me. You are not a person who goes to bed at all I know that, right?

PRRD: Yes. You are right Mr. President.

POTUS: I just wanted to congratulate you because I am hearing of the unbelievable job on the drug problem. Many countries have the problem, we have a problem, but what a great job you are doing and I just wanted to call and tell you that.

PRRD: Thank you Mr. President. This is the scourge of my nation now and I have to do something to preserve the Filipino nation.

POTUS: I understand that and fully understand that and I think we had a previous President who did not understand that, but I understand that and we have spoken about this before.

PRRD: Yes I know that. Thank you. Yes.

POTUS: So how is everyone doing, how is the Phls doing?

PRRD: We are doing fine Mr. president but in the ASEAN summit every member state was really nervous about situation in Korean peninsula but we would like to tell you that we support you and keep on the pressure because as long as those rockets and warheads are in the hands of Kim Jon Un we will never be safe as there's not telling what will happen next.

POTUS: Whats your opinion of him, Rodrigo? Are we dealing with someone who stable or not stable?

PRRD: He is not stable, Mr. President, as he keeps on smiling when he explodes a rocket. He even has gone against China which is the last country he should rebuke. But it seems from his face — he is laughing always and theres as dangerous toy in his hands which could create so much agony and suffering for all mankind.

POTUS: Well, he has got powder but he doesn't have the delivery system. All his rockets are crashing. That's the good news. But eventually when he gets that delivery system... What do you hunk about China? Does China have power over him?

PRRD: Yes at the end of the day, the last card, the ace has to be with China. Its only China. He is playing with his bombs, his toys and from the looks of it, his mind is not working well and he might just go crazy one moment. China should make a last ditch effort to tell him to lay off. China will play a very important role there.

POTUS: We have a lot of firepower over there. We have two submarines — the best in the world — we have two nuclear submarines — not that we want to use them at all.

I've never seen anything like they are but we dont have to use this but he could be crazy so we will see what happens.

PRRD: Every generation has a mad man — in our generation is Kim Jung Un — you are dealing with a very delicate problem

POTUS: we can handle it

PRRD: but you can keep the pressure on him.

POTUS: I hope China solves the problem. They really have the means because a great degree of their stuff come through China. They are doing certain things, like not accepting calls. But if China doesn't do it, we will do it.

PRRD: I will try to make a call to President Xi Jinping and I will try to tell him that if we will remain Uo be peaceful, China has the card. The other option is a nuclear blast which is not good for everybody.

POTUS: You can tell him I am counting on him. I have a very good relationship with him. I had him in Florida for two days and got to know him well. He is a good guy.

PRRD: I will do that I will call his Ambassador here and will make an appointment to call him. It will be good if you can keep the pressure on Kim but actually we are all worried as we are all within the striking distance of his rockets. We are all afraid.

POTUS: We cant let a madman with nuclear weapons let on the loose like that. We have a lot of firepower, more than he has, times 20 but we dont want to use it. You will be in good shape

PRRD: We believe it, we know it all along. I will try to make a call tmrw to China.

POTUS: Pls call China and tell them we are all counting on China. Tell the President - we became friends for two days - he was great.

On another subject, I am coming to see you I guess sometime

PRRD: November hopefully, we will be happy to see you

POTUS: Thank you Mr President. You are a good man. Yes, certainly in November. Welcome and thank you and we will be happy to see you, Rodrigo. I look forward to seeing you,

If you want to come to the Oval office, I will love to have you in Oval office.

Anytime you want to come.

I will be in the Phls in Nov, but anytime if you are in DC or anywhere, come see me in the Oval office.

Work it out with your staff. Seriously, if you want to come over, just let us know.

Just take care of yourself, and we will take care of North Korea.

Keep up good work, you are doing an amazing job.

Say hello to people of the Philippines for me.

PRRD: They know that you are calling. It is the last day of the ASEAN Summit and everyone was asking Sultan Bolkia just left but I will tell remaining guys here what you told me. We are all for peace, there's no secret about that.

POTUS: Good, you take care of yourself , come see me beore November, you are invited anytime.

PRRD: I will do that Mr. President. Thank you for the concern. God bless you Mr. President

POTUS: Take care of yourself, Rodrigo. God bless you.

House Speaker Pantaleon Alvarez on Thursday hit back at critics of President Rodrigo Duterte’s declaration of martial law in Mindanao.

In a television interview, Alvarez reiterated that it is within Duterte’s mandate to make such proclamation, and that the President is privy to information on what is really happening on the group.

“Well, alam n’yo po, mag-presidente muna sila,” the Speaker said when asked to respond to critics.

Duterte’s official declaration—dated May 23, Tuesday, and “done in the Russian Federation”—places “the whole of Mindanao” under martial law for a period “not exceeding sixty days.” He also suspended the privilege of the writ of habeas corpus there for the said period.

The President had tagged the group for “crime of rebellion” for acts they perpetrated in Marawi City this week, including a “takeover” of a hospital, burning “certain government and private facilities,” and “flying the flag of the Islamic State of Iraq and Syria (ISIS) in several areas” there.

“[T]his recent attack shows the capability of the Maute group and other rebel groups to sow terror, and cause death and damage to property not only in Lanao del Sur but also in other parts of Mindanao,” the proclamation read.

Concerns have been raised over details of the proclamation, including its duration, as well as why it needed to cover the whole region.

The Speaker, who represents the first district of Davao del Norte, said those who question the proclamation better go to Marawi City to know the real situation.

“Mabuti po siguro kung ‘yung mga nagkokomento po, pumunta mismo sa Marawi, at tingnan po ‘yung sitwasyon. Taga-Mindanao po ako ma’am, at kabisado ko po yung terrain doon. Tama po yung ginawa ng ating Pangulo,” he said.

“Para po magsalita tayo na siguro puwede na ‘yung emergency powers, puwede na po ‘yung ano… nandito po tayo sa Manila, napakalayo po natin para magsalita tayo nang ganoon. So ipaubaya po natin sa ating military ‘yan at mas alam nila kung ano ang nangyayari, at mas alam nila kung paano po i-a-address yung problema na ito,” he added.

The Speaker also noted that there are safeguards in place under the Constitution, saying the martial law in place in Mindanao will not be the same as the one imposed by the late strongman Ferdinand Marcos.

Under the 1987 Constitution, the President is required to report to Congress 48 hours after he issued his proclamation. The House and the Senate, via joint session and a joint voting, may revoke or extend the period of the state of martial law.

Congress leaders, who have implied support for the declaration, have said there is no need to convene for a joint session.

The copy of the official declaration was sent to both the House and the Senate late Wednesday night, nearly 24 hours since Malacañang announced Duterte’s decision.

DUTERTE PREDICTION TO USA | WHAT WILL HAPPEN FOR THE NEXT COMING YEARS

President Rodrigo Duterte on Friday (May 19) said the United States would collapse one day because of conflicting values and agenda resulting from its “multi-racial” character.

In a speech in Davao City, Duterte again lambasted the US State Department for criticizing him and his controversial war on drugs.

“Ang problema sa Amerika minsan hindi ang President, it’s the State Department, which is really multi-colored. Saksakan sila d’yan. That’s why America will really collapse one of these days, maybe in 50 to 100 years, because of its multi-racial thing. Kanya-kanyang insert ng values eh,” Duterte said.

(The problem with America is sometimes it’s not the president, it’s the state department, which is really multi-colored. They’re all crammed in there.hat’s why America will really collapse one of these days, maybe in 50 to 100 years, because of its multi-racial thing. Each of them tries to insert their own values.)

Under former US President Barack Obama, the US State Department, then headed by John Kerry, had expressed concern over the killings in Duterte’s war on drugs.

Obama got a mouthful from Duterte, who told the US leader to go to hell as he was irked by the admonition from Washington.

Ties between Manila and Washington improved when Donald Trump came to power. Unlike Obama, Duterte said the new US leader supported his war on drugs.

Still, this did not stop the US State Department under Trump from raising concerns over extra-judicial killings linked to the war on drugs.

Nearly 3,000 drug suspects have died in presumed legitimate police operations in Duterte’s campaign against illegal drugs. Out of 9,432 homicide cases from July 1, 2016 to March 31, 2017 or the first 9 months of the Duterte administration, 1,847 have been found to be drug-related, with 5,691 cases under investigation.

Duterte said the sudden shift in tone of the US under the two administrations was an example of “double talk.”

“P****g i***g America na ‘to, one time insultuhin ka, another time (it’s different). Bakit ganoon na lang ang dadaaan mo? It’s double talk — different motives, different entities. But it’s double talk,” he said.

(This son of a whore America, one time they’ll insult you, another time… Why do you have to go through that?)

“That’s why I said, when I was interviewed last night over Russian television, that’s what I don’t like about America.”

As he keeps a more critical view toward the US, the Philippines’ defense treaty ally, Duterte has sought warm relations with China and Russia, including seeking help in procuring arms and securing economic and trade deals.

His government says the decision to seek warmer ties with non-traditional allies is in line with Duterte’s pursuit of an independent foreign policy.
P3 MILLION WORTH PAID FOR AD TO ABS-CBN AND NOT AIRED

The P3 million that was added to President Rodrigo Duterte's net worth just months after he assumed office in 2016 represented the amount he supposedly paid ABS-CBN for an election campaign advertisement that the network did not air, the Chief Executive explained on Tuesday.

The amount, which actually ran up to only P2.8 million according to Duterte, was among the last-minute contributions that he received after his ratings shot up in the last few weeks of the presidential campaign.

"Actually yung 2-8 na yan, naging income ko tuloy," Duterte said at the Davao City airport following his arrival from attending the World Economic Forum in Cambodia and the Belt and Road Forum in China.

"Wala man gastos, kasi yung ABS-CBN, tanggap lang ng tanggap. Harap harapan na nakaw," he added.

Instead of airing his material, Duterte claimed ABS-CBN opted to air a TV ad against him that was the subject of a temporary restraining order.

"Yung three million, two million eight, binayad ko sa ABS-CBN para yung propaganda ko makahabol. Despite na inuna ko na, bayad na ako, inuna pa nila yung propaganda na yung sa bata," Duterte said.

"Despite the TRO, ang ABS-CBN lang ang hindi sumunod. They just went ahead pati Inquirer, garbage," he added.

Duterte has repeatedly hit ABS-CBN and the Philippine Daily Inquirer for supposedly being unfair to him.

The Inquirer has already issued a statement standing by its fairness in its coverage of the President.

GMA News Online is still trying to get both media outfits' reaction to the President's latest tirade.
Magdalo Rep. Gary Alejano on Monday said he is willing to lose his seat in the House of Representatives over the impeachment complaint he filed against President Rodrigo Duterte.

Speaking to reporters while the hearing on his complaint was suspended, Alejano said: “Bakit naman ako nandito, para magpalamig sa opisina kong aircon, ‘no? Hindi ako nandito para maglaro lamang.”

“Kahit itataya ko ‘yung posisyon ko bilang representative ng Magdalo Partylist.

It doesn’t matter, because alam ko tama ‘yung tinatayuan natin,” he added.

At the House justice committee hearing on Monday morning, Alejano was questioned notably over his “personal knowledge” on material allegations contained in his complaint.

In particular, he was pressed whether he had personal knowledge over the spate of extrajudicial killings under the new administration.

Upon the insistence of Majority Leader Rodolfo Fariñas, Alejano replied that he did not personally witness any of the thousands of killings linked to Duterte’s war on drugs.

The Magdalo lawmaker and former mutineer had maintained that he based his complaint on “authenticated records” and testimonies of self-confessed Davao Death Squad members, former police officer Arturo Lascañas and hitman Edgar Matobato.

This prompted Fariñas to say Alejano should have let the witnesses file the impeachment complaint instead, with his endorsement.

President Rodrigo Duterte on Thursday brought up the threat of illegal drugs as he urged ASEAN economies to invest in the youth during the opening plenary of the World Economic Forum on ASEAN in Phnom Penh, Cambodia.

Duterte reminded his audience, which included prime ministers from Cambodia, Laos, and Vietnam, about the potential of the ASEAN youth and their vulnerability to illegal drugs.

"The ASEAN youth are among the best and are most creative, intelligent, and innovative in the world. We must empower them to be the best version of themselves," he said.

"But we cannot turn a blind eye on the scourge of illegal drugs that threatens our youth and the future of our societies," Duterte added. "We need to take a committed stand to dismantle and destroy the illegal drugs trade apparatus. We must reaffirm our commitment to realize a drug-free ASEAN community."

Duterte said investing in the human capital should be a priority considering that ASEAN was turning into an economic powerhouse with its young population.

"Most importantly, we should invest in human capital. Analysts point out that the Philippines, together with Southeast Asian countries, is a demographic sweet spot and is likely to post Asia’s fastest economic growth rates in the coming years,” he said.

"The youth is certainly a key sector that we must invest in. The ASEAN Work Plan on Youth 2016-2020 encourages youth entrepreneurship, employment, and employability awareness, volunteerism, and resilience. The plan deserves our full support," he added.

Duterte's war on drugs has been criticized locally and internationally, with human rights advocates linking it to thousands of killings of drug suspects, either by the police or by vigilantes emboldened by his rhetoric about ridding the country of pushers.

President Rodrigo Duterte on Wednesday lashed out at United Nations special rapporteur Agnes Callamard and the American doctor, who supposedly cast doubt on shabu's ill effects on a person's brains.

Duterte said Callamard and "that black guy" should go on a honeymoon.

"She should go to a honeymoon with that black guy, the American... I will pay for their travel. They should be together and discuss between... silang dalawa," Duterte replied when asked about Callamard's tweet.

Duterte didn't mention the name of the American but was apparently referring to Dr. Carl Hart, who Callamard quoted in her tweet over the weekend.
Duterte said that if shabu had no adverse effects, he would readily make it available for Filipinos.

Duterte even said that there was also no scientific evidence that shabu was not virulent.

“They have prejudged shabu and announced --- ewan ko kung scientific na it is not … It is not a virulent chemical. ‘Pag ka ganon, wala na tayong pag-usapan. Bakit mo ako idemanda diyan sa ICC kung kayo mismo anak ng p—ina, sinasabi na ninyo na ‘yung shabu hindi nakakasira ng tao,” he said.

Vice President Leni Robredo on Tuesday said she is hopeful that President Rodrigo Duterte is sincere in his respect for her mandate amid their differences.

“Ako, sana sinsero [siya]. Sana sinsero. Mahirap sabihin, pero ako kasi parati kong… ang gulo-gulo na, eh. Parang parati kong pinanghahawakan kahit kaunti lang ‘yung pag-asa na magiging maayos pa rin,” she said in a live guesting on Unang Hirit.

Robredo noted that the President has always been cordial whenever they would meet in events, even after she resigned as his Housing czar—a move prompted by her exclusion from Cabinet meetings.

They have since been seen together at public events, including the respective graduation rites of the Philippine Military Academy (PMA) and the Philippine National Police Academy (PNPA).

It was during the PNPA graduation that the two officials were seen seated side by side. At its sidelines, Duterte extended an invite to host dinner for Robredo and her daughters—which the Vice President said she is looking forward to.

Robredo said she counts on this cordiality amid the “mixed signals” sent by some of his allies.

‘Pinag-aaway’

In a separate live interview on radio dzBB, Robredo noted that she and Duterte share common goals, but have different approaches on certain matters.

But more than their differences, Robredo indicated that “forces” surrounding Duterte may be working to drive them apart.

“Ang palagay ko pareho [na nakakaapekto ‘yon]. Pareho in the sense na meron kaming magkakaibang pananaw. Pareho ‘yung gusto naming resulta, pero ‘yung alam namin na proseso, iba,” she said in a live interview with Mike Enriquez on radio dzBB.

“Pangalawa, tingin ko rin, marami ring puwersa na nakapaligid sa Pangulo na gusto kaming pag-awayin,” she added.

Asked for possible motives of those seeking to cause a rift between them, Robredo said: “Marahil merong sariling interes.”

“Halimbawa, sino ba ‘yung gumugugol ng maraming panahon para sirain ako? Ano ba ‘yung dahilan para gusto akong sirain? Sino ba naman ako? Pangalawang Pangulo lang ako, bakit gusto akong siraan? … Bakit maraming atensyon ‘yung sinasayang sa akin?” she added.

The President had told those seeking Robredo’s impeachment to “lay off,” noting that it was only less than a year since their election.

The impeachment threats came from his allies and supporters, including House Speaker Pantaleon Alvarez and a group of lawyers who are critical of the Vice President online.

Two impeachment complaints have since been submitted at the House of Representatives against Robredo. Both raps have yet to secure an endorsement from any lawmaker.
Former Senator Bongbong Marcos once exposed such strategy. It is by winning Robredo on the Vice-Presidential race was the shot LP needs in order to claim back the post.

Sen. Leila de Lima on Saturday said Malacañang's reaction to the visit of UN special rapporteur Agnes Callamard was "the attitude of a guilty conscience" that hinted that it has "something to hide."

"Here is a woman who wants to help our nation and our people by sharing her knowledge and insights with members of our community, including legal professionals and students, and this is how the Duterte Administration responds—like they have something to hide. Like 9,000 victims of summary killings perhaps?," De Lima wrote in a handwritten statement.

"This is the attitude of a guilty conscience. A truly upstanding and brave leader would have officially invited her a long time ago, without all the absurdly onerous and unnecessary conditions," she added.

De Lima also pointed out that Callamard, the UN's special rapporteur on extrajudicial, summary or arbitrary executions, followed protocols in coming in the country, mirroring the statement by Free Legal Assistance Group (FLAG) on Friday.

"She is here in the Philippines as a guest of FLAG (Free Legal Assistance Group), as an academic resource person, not in her capacity as UN Special Rapporteur on Summary Killings and, therefore, not in order to conduct a fact-finding mission into the EJK," she said.

"But, apparently, it does not matter whether a person actually did what the Duterte Administration is accusing her of—all it matters is that the President feels he has been offended and undermined, so they will take unnecessary steps to make life difficult for her anyway," De Lima added.

De Lima has been vocal against President Rodrigo Duterte and his war on drugs.

Callamard, however, insisted that the government was officially informed of her visit.

On Saturday, presidential spokesperson Ernesto Abella said that the United Nations Human Rights Council informed the Philippine Mission in Geneva of the visit.

Callamard was invited several months ago by the Philippine government to investigate the alleged extrajudicial killings allegedly related to the government's war on drugs.

Duterte, however, set three conditions for Callamard's visit:

a public debate between the two of them,

the President should be able to ask his own questions, and

the Special Rapporteur should be questioned under oath.

She argued then that the conditions violate the United Nations' Code of Conduct and terms of reference for country visits.

Callamard said Saturday that she would still want to push through with the official visit, but insisted that the Philippines should lift the three conditions set by Duterte.

At least two members of the Commission on Appointments (CA) refuted the statement of President Rodrigo Duterte that “lobby money” was involved in the bicameral body’s vote to reject the appointment of Gina Lopez as Environment secretary.

“I’m sure it doesn’t apply to me,” Senator Panfilo Lacson, one of those who voted against Lopez’s appointment, said in a text message when sought for comment.

Lacson had said that Lopez was neither fit nor qualified for the post, and that she "has authoritarian tendencies."

In a speech in Davao City, Duterte expressed regret that his appointee was rejected by the CA.

A Commission on Human Rights (CHR) official on Tuesday said that President Rodrigo Duterte cannot be held liable for alleged drug-related extrajudicial killings because of his statements.

A News To Go report said that according to CHR Commissioner Gwendolyn Pimentel-Gana, accusations that Duterte is behind the alleged extrajudicial killings should be backed up by data and not just by the president's remarks egging policemen to kill resisting drug suspects during operations.

Gana also said that the CHR has yet to get proof that vigilante-style killings are state-sponsored.

“We have not actually found that it's [an] institutionalized policy of government. We're looking at the individual cases," she said.

She said what they have found out is that some rogue members of the government's security force are involved in vigilante-style killings, which she said could not be branded extrajudicial killings unless these are proven as state-sponsored.

"What we have actually seen is that there are security forces, do they call them scalawags or what, relly involved in the killings," Gana added.

On Monday, the New York Times released a video documentary on the war on drugs in the country titled "When a President Says, 'I'll Kill You'."

The New York Times also published an editorial last Friday calling on other nations to put pressure on Duterte amid the rising death toll in the Philippines' war on drugs.

Meanwhile, Gana said that the Philippine National Police should act on the spate of killings in the country.

PNP chief Director General Ronald dela Rosa insisted on Monday that there are no extrajudicial killings in the country and blamed the media for using the term on homicide cases.

"Kalimutan niyo ang EJK. Huwag niyo gamitin iyan. Hindi naman talaga sponsored ng state 'yung killing na 'yan e. Hindi sponsored ng PNP, in fact," Dela Rosa said in a press conference.

In the same press briefing, the PNP chief released data on killings since Duterte took office in July 2016.

Dela Rosa said the PNP had recorded more than 6,000 homicide cases from July 1, 2016 to Mar. 24, 2017.

He said they released the data to clarify reports that there are 7,000 extrajudicial killings amid the government's war on drugs.

Over 82 percent of Metro Manila residents said they “feel safer” due to the government's intensified campaign against illegal drugs based, the National Capital Region Police Office (NCRPO) said based on a Pulse Asia survey.

The survey, shared by NCRPO on Friday, was conducted from December 6 to 11, 2016, five months after President Rodrigo Duterte declared war on drugs. Respondents were randomly selected and were asked the question: “Compared to last year, I feel that it is less dangerous now in our place because of the campaign against illegal drugs.”

NCRPO chief Director Oscar Albayalde expressed gratitude about the survey result.

“Siguro yung ating mga kababayan, nakita for the first five months nung paglunsad nung ating war on drugs na talagang nakita naman po nila na tumahimik yung ating mga kalansanga. Of course nakita rin nila yung accomplishment not only in NCR pero ng buong PNP (Philippine National Police),” Albayalde said Saturday in an interview on dzBB.

Duterte suspended the Philippine National Police's involvement in the drug war after the death of South Korean national Jee Ick Joo, who was allegedly abducted and killed inside the PNP headquarters in Camp Crame by anti-drug operatives.

Also on Duterte's order, the PNP relaunched last March 6 its anti-illegal drug campaign dubbed, "Double Barrel Reloaded, Tokhang Revisited."

The Duterte administration's war on drugs have been heavily criticized by international rights groups, including the Human Rights Watch and Amnesty International, for the hundreds of drug suspects killed in police operation and in vigilante-style killings mostly carried out by motorcycle-riding and masked gunmen.

In a video statement played during a United Nations forum, Vice President Leni Robredo revealed a "palit-ulo" scheme and other alleged abuses in the police anti-drugs campaign in poor communities in Metro Manila.

The police had denied the alleged abuses.

Albayalde, meanwhile, assured Metro Manila residents that the NCRPO will continue on fulfilling their duties in the drug war, and will serve the result of the Pulse Asia survey as their "driving force."

"We will take this accomplishment as one of our basis and guide to further improve our performance, to address the security demands of the public, and to further pursue our transformation program," he said in a statement released on Friday.

He also committed that complaints of the public will be addressed accordingly.

"The fulfillment of the service that we render to the public is the acceptance of the public of our services, as we have always emphasized that policing is not just our responsibility but the community as well," Albayalde said.

"The response they provided in this survey reflects their concerns. We will innovate and do more until we get to 100%," he added.
