Senator Leila de Lima on Tuesday dismissed the supposed complaint to be filed against her by alleged pork scam queen Janet Lim-Napoles as “worthless words,” saying only “fools” will believe her accusations.</div>

Napoles, according to Justice Secretary Vitaliano Aguirre II, is set to file charges against Senators De Lima, Antonio Trillanes IV, and Franklin Dirlon, as well as former Budget secretary Florencio “Butch” Abad over the multi-billion priority development assistance fund (PDAF) scam.</div>

“Only fools will still believe Secretary Aguirre and Janet Lim Napoles,” De Lima said in a statement. “The woman who stole billions in the PDAF Scam is now being glorified to turn state witness against targeted opposition personalities.”</div>

“What makes her anticipated complaint different from the lies she said in the past? A new-found morality? Fifteen senators think there is “no compelling reason to revoke” martial law in Mindanao, as they expressed full support for President Rodrigo Duterte’s declaration.<br />
<br />
Senate Resolution 388 expressing the sense of the Senate supporting Duterte’s martial law declaration was filed on Monday by 15 out of the 23 senators, all of whom belong to the majority bloc.<br />
<br />
“The acts committed by the Maute group are an open attempt to remove from the allegiance to the Philippine Government the part of Mindanao and deprive the Chief Executive of its powers and prerogatives to enforce laws of the land and to maintain public order and safety in Mindanao, hence constitutes the crime of rebellion,” the resolution read.<br />
<br />
“The Senate finds the issuance of Proclamation No. 216 to be satisfactory, constitutional and in accordance with the law. The Senate hereby supports fully Proclamation No. 216 and finds no compelling reason to revoke the same,” it added.<br />
<br />
The resolution was signed by Senate President Aquilino “Koko” Pimentel III, Senate President Pro Tempore Ralph Recto, Majority Leader Vicente Sotto III, and Senators Sonny Angara, Nancy Binay, JV Ejercito, Sherwin Gatchalian, Richard Gordon, Gringo Honasan, Panfilo Lacson, Loren Legarda, Manny Pacquiao, Joel Villanueva, Cynthia Villar, and Miguel Zubiri.<br />

Senators Francis “Chiz” Escudero and Grace Poe are the only two majority bloc senators who did not sign the resolution.<br />
<br />
In a text message, Escudero said he was’t aware of the filing of such resolution.<br />
<br />
“I would have voted against revocation at this time in a joint session once a member of Congress files a motion to so revoke,” Escudero said.<br />
<br />
In a separate statement, Poe said that she does not object to martial law “if it is the pathway to ensuring the safety of our countrymen in Marawi.”<br />
<br />
While issuing a resolution supporting martial law is not required by law, Poe said it would have been “prudent” if the Senate highlighted the safeguards provided in the Constitution.<br />
<br />
“I will not renege on my duty in striking a balance between ensuring the safety of our kababayans in Marawi, and in ensuring that the constitutional safeguards against abuses are followed,” Poe said.<br />

Senate Resolution No. 350 was signed by Minority Leader Franklin Drilon, and Senators Francis “Kiko” Pangilinan, Paolo Benigno “Bam” Aquino IV, Risa Hontiveros, Leila de Lima and Antonio Trillanes IV.<br />
<br />
The resolution said the joint session was necessary to determine the “constitutional and factual validity” of Proclamation No. 216 declaring martial law in Mindanao following the attacks of the ISIS-inspired Maute group in Marawi City.<br />
<br />
Congress has only two session days to discuss the two resolutions concerning martial law before it adjourns sine die.<br />

The Senate minority bloc on Monday filed a resolution to convene Congress in joint session and review President Rodrigo Duterte’s declaration of martial law in Mindanao.<br />
<br />
Senate Resolution No. 350 was signed by Minority Leader Franklin Drilon, and Senators Francis “Kiko” Pangilinan, Paolo Benigno “Bam” Aquino IV, Risa Hontiveros, Leila de Lima and Antonio Trillanes IV.<br />
<br />
The resolution said the joint session was necessary to determine the “constitutional and factual validity” of Proclamation No. 216 declaring martial law in Mindanao following the attacks of the ISIS-inspired Maute group in Marawi City.<br />
<br />
“It is incumbent upon the Senate and the House of Representatives to conduct a joint session for the purpose of determining the constitutional and factual validity of the proclamation, of preventing abuses in its implementation, and ensuring the safety of the people of Marawi and the whole of Mindanao,” the bloc said.<br />
<br />
The opposition group cited a Supreme Court (SC) decision in 2012, which says that the President and Congress “act in tandem” in exercising the power to proclaim martial law or suspend the privilege of the writ of habeas corpus.<br />
<br />
Senate President Aquilino “Koko” Pimentel III earlier said it will be “useless” to convene Congress in a joint session if there is no intention to revoke the martial law declaration.<br />
<br />
Article VII, Section 18 of the Constitution states Congress may revoke the proclamation “voting jointly, by a vote of at least a majority of all its members in regular or special session.”<br />
<br />
In an interview, Pimentel said the resolution filed by the minority bloc will undergo the usual reference of business.<br />
<br />
“I don’t think we will talk about joint session [today]. We can talk about the report, inputs ng DND, questions. It will eat a lot of time already,” Pimentel told reporters before the senators went in closed-door executive session with security officials to discuss the martial law declaration.<br />
<br />
The Senate has only two days before it adjourns session sine die on Wednesday.<br />

Former budget secretary Florencio Abad and Senators Antonio Trillanes, Leila de Lima and Franklin Drilon, will soon face charges in connection to the PHP10-billion (USD200-million) pork barrel scam, Justice Vitaliano Aguirre II revealed Monday.<br />

Aguirre said the charges will be filed in the coming days by businesswoman Janet Lim Napoles, the alleged brains behind the scam that funneled lawmakers’ Priority Development Assistance Fund (PDAF) into bogus non-government organizations.<br />

Last May, the Court of Appeals acquitted Napoles in the alleged illegal detention of her distant relative and corruption whistleblower Benhur Luy.<br />

The administration then floated the idea of turning Napoles into a state witness in its re-investigation of PDAF misuse under the Aquino government.<br />
<br />
President Rodrigo Duterte has accused the previous administration of shielding its allies from the pork barrel raps.<br />
<br />
Aguirre however denied that the new pork barrel probe was a ploy to discredit previous administration officials.<br />

MANILA, Philippines — Sens. Franklin Drilon and Antonio Trillanes IV on Monday morning denied any involvement in any irregularities regarding government funds such as the Priority Development Assistance Fund and the Disbursement Acceleration Program.<br />

The senators issued the statement after Justice Secretary Vitaliano Aguirre II claimed they are among the officials who would face charges after being named by pork barrel scam mastermind Janet Lim-Napoles as involved in the PDAF case.<br />
<br />
"I was never even mentioned in any of the so-called Napoles lists provided during the height of the investigations in 2013," Trillanes said in a released statement.<br />
<br />
Likewise, Drilon said in a statement: "I have said this many times before and I will say it again: I vehemently deny any insinuation by the Secretary of Justice that I was involved in any wrongdoing regarding the Priority Development Assistance Fund (PDAF)."<br />
<br />
In May 2014, Napoles released 100 names that she claimed she allegedly had transactions with in connection with the PDAF allocation to her non-government organizations from 2007 to 2009. In the list, she named 20 senators who allegedly received funds meant for their election campaigns.<br />
<br />
Trillanes and Drilon were not part of that list. The only current senators included in it were Senate President Aquilino "Koko" Pimentel, Sens. Vicente "Tito" Sotto III, Gregorio "Gringo" Honasan, Loren Legarda, Cynthia Villar, Alan Peter Cayetano and Francis "Chiz" Escudero.<br />

However, Aguirre said Napoles would release a new list which would include Sens. Leila de Lima, Trillanes, Drilon and former Budget Secretary Florencio Abad. Abad was already included in the 2014 list.<br />

"This is outright black propaganda and political harassment intended to silence the members of the opposition," Drilon said. "We would await the copy of the affidavit. We will respond at the proper time and in the proper venue," he added.<br />
<br />
Aguirre earlier said Napoles will reveal other higher officials under the Aquino administration who are involved in the PDAF scam. Trillanes then criticized the justice secretary for involving members of the opposition in various cases.<br />
<br />
"Aguirre has been using his office to persecute and harass members of the opposition by fabricating testimonies from dubious convicts or detainees such as the Bilibid drug lords, Kerwin Espinosa and now Napoles," Trillanes said.<br />

Drilon in a statement Monday echoed this, saying that the intention is obvious from the personalities being linked.<br />
<br />
"Sinu-sino ba ang target ng administrasyon: former President Benigno Aquino, former Budget Secretary Florencio Abad, Senator Sonny Trillanes, detained Senator Leila De Lima, and myself," he said.<br />
<br />
"If this is not revenge, I don't know what it is."<br />
<br />
For his part, Aguirre said this is not a ploy to discredit the Aquino administration nor take revenge against Duterte administration's critics. He said there is no reason for the president to do so.<br />

Neophyte senator Manny Pacquiao is holding another weight-loss challenge, this time at the Senate, with the first-prize winner to receive $10,000 or almost half a million pesos.<br />

According to Pacquiao’s staff, 115 Senate employees registered for Pacquiao’s “Biggest Loser Challenge,” a traditional competition the boxer usually hosts before his fights.<br />
<br />
“The contest aims to promote health awareness among Senate employees especially the overweights,” Rene Casibang, Pacquiao’s head of media relations, said in a text message Friday.<br />
<br />
Pacquiao personally observed the weigh-in conducted on May 25, six weeks away from judgment day, scheduled on July 8.<br />
<br />
Pacquiao will defend his welterweight title against Jeff Horn on July 2, a week prior judgment day.<br />
<br />
The contestants are challenged to lose 20 percent of their weight.<br />
<br />
The first-prize winner will receive $10,000, second prize will get $5,000, and the third-placer will receive $3,000.<br />
<br />
The fourth-placer will be rewarded with $2,000, while employees who will place fifth to tenth will get $1,000.<br />
<br />
Pacquiao will also give $500 for those who will place 11th to 18th.<br />
<br />
Pacquiao’s staff said a “temptation night” will be held prior to the final weigh-in where the participants will be asked if they would want to dine with Pacquiao or proceed with the challenge.<br />
<br />
“The contestant will just have to approach a table where cash gift of unknown amount awaits them covered by the plate they choose to sit,” Casibang said.<br />

A four-page transcript of the telephone call of US President Donald Trump and Philippine President Rodrigo Duterte recently circulated online.<br />
<br />
The transcript which had a "confidential" cover sheet contained the conversation of the two leaders on April 29 after the Association of the Southeast Asian Nations Summit in Manila.<br />
<br />
It was made by the Office of American Affairs of the Department of Foreign Affairs, who warned the supposed recipients of the transcript that they are not authorized to disclose the contents of the transcript as it may endanger the national security of the two countries.<br />
<br />
The supposed recipients of the transcript are civilian security and consular concerns or officer-in charge through the Office of the Undersecretary for Policy.<br />

House Speaker Pantaleon Alvarez on Thursday hit back at critics of President Rodrigo Duterte’s declaration of martial law in Mindanao.</div>

In a television interview, Alvarez reiterated that it is within Duterte’s mandate to make such proclamation, and that the President is privy to information on what is really happening on the group.</div>

“Well, alam n’yo po, mag-presidente muna sila,” the Speaker said when asked to respond to critics.</div>

“‘Yun po ang kapangyarihan na ibinigay ng ating Saligang Batas sa Pangulo ng Pilipinas, ‘ung pagdedesisyon kung kinakailangan ba na magdeklara ng martia law o hindi, at makapag-address ng rebelyon sa ating bansa. At ito po ay malinaw sa ating Saligang Batas na ang ating Pangulo ay may kapangyarihan na magdeklara ng rebelyon either sa buong bansa o kaya doon sa mga lugar na apektado po ng rebelyon,” he added.</div>

Duterte’s official declaration—dated May 23, Tuesday, and “done in the Russian Federation”—places “the whole of Mindanao” under martial law for a period “not exceeding sixty days.” He also suspended the privilege of the writ of habeas corpus there for the said period.</div>

The President had tagged the group for “crime of rebellion” for acts they perpetrated in Marawi City this week, including a “takeover” of a hospital, burning “certain government and private facilities,” and “flying the flag of the Islamic State of Iraq and Syria (ISIS) in several areas” there.</div>

“[T]his recent attack shows the capability of the Maute group and other rebel groups to sow terror, and cause death and damage to property not only in Lanao del Sur but also in other parts of Mindanao,” the proclamation read.</div>

Concerns have been raised over details of the proclamation, including its duration, as well as why it needed to cover the whole region.</div>

Under the 1987 Constitution, the President is required to report to Congress 48 hours after he issued his proclamation. The House and the Senate, via joint session and a joint voting, may revoke or extend the period of the state of martial law.</div>

Congress leaders, who have implied support for the declaration, have said there is no need to convene for a joint session.</div>

Senator Leila de Lima on Tuesday chided Senate President Aquilino “Koko” Pimentel III for supposedly acting like the Justice secretary in “opposing” her plea for occasional furlough that would allow her to participate in crucial bills.<br />

“Instead of considering the merits of my request, apparently the Senate President instead has himself dug up jurisprudence against it,” De Lima, who is presently detained over drug-related charges, said in a statement.<br />
<br />
“Senator Koko Pimentel is the Senate President, not the Secretary of Justice. He is opposing a detained senator’s performance of her mandate as if he was the government prosecutor. He should let the DOJ prosecutors argue against me, and not ahead of them,” she added.<br />
<br />
On Monday, Pimentel called De Lima’s plea for support from the Senate leadership as “propaganda.”<br />
<br />
De Lima, former election lawyer of Pimentel, said the Senate President’s statement “trivializes” the legitimacy of her request.<br />
<br />
“I cannot understand the hostility of the Senate President to a simple request for help from a fellow senator who is in detention to perform her mandate,” De Lima said.<br />
<br />
“He is there to look after the other senators and to make sure that they are able to perform their mandate to the extent possible and allowed by law,” she added.<br />

At least 19 people are dead and 50 more injured after a suspected suicide bomber targeted children leaving a packed pop concert at Manchester Arena last night.<br />

Witnesses told of nuts and bolts tearing into young concert-goers when the blast was detonated in the foyer area between the arena and the next-door Victoria station just after the Ariana Grande gig ended. <br />

Horrifying footage showed petrified children leaping over chairs and barriers as they desperately tried to escape the 21,000-seat venue, which led to a stampede. Two US officials have said it was a suspected suicide bomber.<br />

Evie Brewster, who attended the concert, told MailOnline: 'Ariana Grande had just finished her last song and left the stage when a huge explosion sounded.<br />
'Suddenly everybody started screaming and running for the exit.<br />

'We could hear the police and ambulance sirens. It was terrifying.<br />
'There were thousands of people trying to get out at once. They were all screaming and crying. The whole place smelt smokey and burnt.<br />
<br />
'The explosion sounded like it was inside the building somewhere.'<br />

Abby Mullen from Airdrie, who was at the event said: 'As we were leaving a bomb or explosion went off centimetres in front of me. People's skin and faeces where everywhere including in my hair and on my bag.<br />

'I'm still finding bits of God knows what in my hair. You never ever expect these things to happen to you but this proves it can happen to anybody.<br />
<br />
'That sound, the blood and those who were running around clueless with body parts and bits of skin missing will not be leaving my mind any time soon or the minds of those involved.' <br />

Chris Parker, 33, was heading towards the box office when he heard an explosion.<br />
He told The Sun: 'There was nuts and bolts flying everywhere, and also human flesh. It was just one bang and a white flash.<br />

'I treated a woman called Pauline. I've got blood on my hands. It was like a war zone inside where the box office is.'<br />
<br />
Gary Walker told the Daily Star: 'The nuts must have been packed in the device that's exploded - there's nowhere else they could've come from.' <br />

Manchester's Victoria station, which backs onto the arena, has been evacuated and all trains cancelled.<br />

Greater Manchester Police said: 'Emergency services are currently responding to reports of an explosion at Manchester Arena.<br />
<br />
'There are a number of confirmed fatalities and others injured.<br />
'Please AVOID the area as first responders work tirelessly at the scene. Details of a casualty bureau will follow as soon as available.'<br />
<br />
Chief constable Ian Hopkins said the injured were being treated at six hospitals.<br />
A North West Ambulance Service NHS Trust spokesman tweeted: 'NWAS has taken 59 casualties from the Manchester Arena incident to various hospitals and treated a number of walking wounded on scene.'<br />

A spokesman said the explosion happened within the foyer area of the venue, leading towards Victoria railway station. A bomb disposal unit were also spotted arriving at the scene. <br />

Another witness Jenny Brewster told MailOnline: 'We were exiting the building when it happened. We'd headed towards the main doors as Ariana was performing the last song because we wanted to beat the crowds, but – as we made our way there - a wall of security men blocked it and told us to go the other way.<br />

'Seconds later they shouted 'RUN!' and the explosion happened right behind them. Hundreds of people were running and screaming. Those men saved our lives.'<br />

Catherine Macfarlane told Reuters: 'We were making our way out and when we were right by the door there was a massive explosion and everybody was screaming.<br />

'It was a huge explosion - you could feel it in your chest. It was chaotic. Everybody was running and screaming and just trying to get out of the area.' <br />

Majid Khan, 22, said: 'I and my sister, along with a lot of others were seeing Ariana Grande perform at Manchester Arena, and we were all exiting the venue when around 10.40-10.45pm-ish a huge bomb-like bang went off that hugely panicked everyone and we were all trying to flee the arena.<br />

'It was one bang and essentially everyone from the other side of the arena where the bang was heard from suddenly came running towards us as they were trying to exit Trinity Way and that was blocked so everyone was just running to any exit they could find as quickly as they could.<br />

'Everyone was in a huge state of panic, calling each other as some had gone to the toilet whilst this had gone off, so it was just extremely disturbing for everyone there.'<br />

Another concert-goer Laura, 22, told MailOnline: 'There was a woman leaning against a car in the car park with her head down, covered in blood and a little girl being lifted away by paramedics. There were quite a few people injured in the car park.'<br />

Her friend, Livvy, 22, added: 'we saw the explosion happen. Bits of it hit me. My first thought was, 'that's a bomb'.<br />
<br />
'It was just when we were leaving. We saw a flash of light and smoke.<br />
'We're really shaken up. If we had been there moment earlier we would have been caught up in it rather than seeing it.'<br />

Oliver Jones, 17, was at the concert with his 19-year-old sister.<br />
He said: 'I was in the toilet and heard a loud bang just after the concert had finished and people had started to leave.<br />
<br />
'The bang echoed around the foyer of the arena and people started to run.<br />
'I seen people running and screaming towards one direction and then many were turning around to run back the other way.<br />
<br />
'Security was running out as well as the fans and concert goers.<br />
'Reports of blood and people injured.'<br />

He added: 'In so much shock and panic. You see this on the news all the time and never expect it to happen to you. I just had to run and make sure me and my sister were safe.' <br />

Jane Pearson, 46, a high school English language mentor from Chadderton, Greater Manchester, had gone to the concert with her daughter, Rachel, 21, as a birthday treat.<br />
She said the arena was packed full of young children.<br />

Mrs Pearson said: 'It's the worst kind of people who could even consider doing something like this and quite frankly those sort of people, they deserve the worst punishment ever.<br />

'I can't imagine what goes in to the heads of these people that want to hurt children? And families who have come together for such a happy occasion. It's disgusting. It's absolutely disgusting.'<br />

Erin McDougle, 20, from Newcastle said: 'There was a loud bang at the end of the concert. The lights were already on so we knew it wasn't part of the show.<br />

'At first we thought it was a bomb. There was a lot of smoke. People started running out. When we got outside the arena there were dozens of police vans and quite a few ambulances.'<br />

A group of young men from Sheffield said they had seen at least five people covered in blood and others being carried out by bouncers.<br />

'Ariana Grande had just gone behind the curtain and the lights came up when there was this massive bang and a big cloud of smoke. I saw five people with blood all down them,' said one.<br />
Sophie Tedd, 25, from Darlington, said the noise and smoke seemed to come from the tiered seating stage right. 'We were sitting on that side then suddenly there was this big bang in the block next to us,' she said.<br />

'Everyone started screaming and we nearly got trampled on. There was a burning smell.' <br />
A witness inside the venue, who gave only her first name, Ashley, told Sky News: 'After the explosion, the staff in the Arena were telling us to follow the exit and go outside.<br />

'At first we did not think it was serious as we could not see any smoke but when we went outside we could see it was more serious.<br />
<br />
'There were loads of police turning up telling people to move away from the site.<br />
'Now there are a few people around still trying to get home - they are stuck because Manchester Station is closed.<br />
<br />
'I've not seen so many police in my life.' <br />
Robert Tempkin, 22, from Middlesbrough, told the BBC: 'Everyone was screaming and running, there were coats and people's phones on the floor. People just dropped everything.<br />
<br />
Erika Ignata, 18, from Cheshire, was at the concert with her 26-year-old sister, Monica.<br />
She told MailOnline: 'We were on the ground floor when Ariana sung the last song. There was a massive sound which we immediately though was a bomb.<br />
<br />
'I just grabbed my sister and we were running for the door, it was absolute chaos. All around me there were little girls.'<br />
<br />
Ms Ignata described running outside and seeing crowds of parents crying and trying to contact their children on the phone.<br />
<br />
She added: 'Me and my sister ran and got into our car which was about 50 yards away from the Arena. I saw lots of girls crying and mums calling out.<br />

Sasina Akhtar said: 'We were in the lower tier and there was an explosion behind us at the back of the arena.<br />
<br />
'We saw young girls with blood on them, everyone was screaming and people were running. There was lots of smoke.' <br />
<br />
A barman at the nearby Steven Charles Snooker Club, who gave his name as Tyler, said he saw people lying on the ground covered in blood.<br />
<br />
'We've had a few people in with panic attacks and in all kinds of disarray,' he told Press Association.<br />
'We've got four girls here - trying to get them sorted to get picked up.<br />
<br />
'There was a gentleman on the floor with his leg all bleeding and woman with blood down one side of her face.<br />
'We felt something but didn't know what it was - there was a sound like thunder.<br />
<br />
'One girl had a panic attack and another had streaming tears, a woman had a heart attack just outside.<br />
'It's a lot of teenagers - they're all in tears.' <br />
<br />
Nurses at nearby Wythenshawe Hospital told patients in A&E to leave it they did not have serious injuries to make way for casualties from the blast.<br />

A medic said: 'Anybody who is not serious, can you please leave and get treatment elsewhere as there have been reports of an explosion in Manchester, we're expecting mass casualties.'<br />

Kim Corbett wrote: 'If anyone needs picking up please let me know. I live in Bury but I'm happy to help any way I can. God bless those hurt tonight.'<br />

There are reports on social media that up to 50 unaccompanied children have been taken in to Manchester Holiday Inn and are being looked after by adults.<br />

Paula Robinson posted on Facebook: 'We have taken as many kids as we can to Holiday Inn we will keep them safe and stay with them.' <br />

In a statement, Manchester Arena said: 'We can confirm there was an incident as people were leaving the Ariana Grande show last night. The incident took place outside the venue in a public space. Our thoughts and prayers go out to the victims.'<br />

US pop singer Grande was performing her Dangerous Woman European tour at Manchester Arena when the incident happened.<br />

Later this week, she is scheduled to perform in London, followed by concerts in Belgium, Poland and Germany. A spokesman for the singer said she was unharmed but inconsolable. <br />

Manchester Arena, the largest indoor arena in Europe, opened in 1995 and is a popular concert and sporting venue.<br />

Britain is on its second-highest alert level of 'severe' meaning an attack by militants is considered highly likely.<br />

President Rodrigo Duterte is not closing his doors on inking a defense alliance with Russia.<br />

"If the situation in all over the world [gets worse], I will not be forced, but I will be open to defense alliance. Because it is only Russia and China who can be reliable," Russian news agency Sputnik quoted Duterte.<br />

The President had an interview with Russian media on the eve of his week-long trip to Moscow where he slammed the United States for its double talk.<br />
<br />
"America is double talk. The left hand does not know what the right hand is doing. So there will always be a problem, there will always be misconceptions and probably a dislike, if not hatred for one another," he added.<br />
<br />
In an interview with Russian international television network RT, Duterte also accused the European Union of double talk.<br />

Needless to say, Trump’s throngs of supporters who spent the campaign bellowing “America First” and “Make America Great Again” probably never expected to see him grasping a glowing orb alongside a pair of Middle Eastern dictators, his face eerily lit from below by its mysterious, enchanting glow.<br />
<br />
And yet, there he is, touching the orb with a strange, muted expression on his face. It just goes to show that no matter how many bridges Trump seemed to burn during his campaign―and as far as Islam is concerned, he burned a lot of them―he can still be brought into the fold by a mysterious orb seemingly brimming with arcane power.<br />
<br />
Trump still has stops in Israel, the Vatican, Belgium, and Italy on his itinerary before he finally returns to the United States on May 28. Whether any of those countries will do the smart thing and plan their own power orb ceremonies remains to be seen.<br />

SEOUL, May 21 (Reuters) - North Korea fired a ballistic missile into waters off its east coast on Sunday, South Korea and Japan said, a week after it tested an intermediate-range missile which experts saw as an advancement in the reclusive state's weapons programme.<br />

The missile was launched at 0759 GMT from a location near Pukchang, 60 km (36 miles) northeast of the capital Pyongyang, an area where North Korea attempted to test-launch another missile last month but failed, South Korea's Office of Joint Chiefs of Staff said in a statement.<br />
<br />
The missile flew about 500 km (310 miles), it said. Japan's Chief Cabinet Secretary Yoshihide Suga said the missile landed outside Japan's exclusive economic zone and no damage to ships or airplanes was reported.<br />
<br />
An official traveling with U.S. President Donald Trump in Saudi Arabia said the White House was aware of the launch and noted that the missile had a shorter range than the three previous tested by North Korea.<br />
<br />
China had no immediate comment while both South Korea and Japan called emergency meetings of top officials.<br />
<br />
"The flight range was 500 km and South Korea and the United States are closely analysing additional information," South Korea's Joint Chiefs of Staff said.<br />
<br />
It was the second missile test by North Korea since South Korean President Moon Jae-in took office 11 days ago. The two sides remain technically at war despite a truce ending their 1950-1953 conflict.<br />
<br />
Last Sunday, the North tested-fired an intermediate range missile that flew further and higher than those previously tested.<br />

North Korea has defied all calls to rein in its nuclear and missile programmes, even from China, its lone major ally, calling them legitimate self-defence.<br />

It has been working to develop a nuclear-tipped missile capable of striking the U.S. mainland.<br />
<br />
On Saturday, it said it had developed the capability to strike the U.S. mainland, although Western missile experts say the claim is exaggerated.<br />
<br />
"The U.S. mainland and the Pacific operational theatre are within the strike range of the DPRK and the DPRK has all kinds of powerful means for annihilating retaliatory strike," North Korea's state KCNA news agency said in a commentary on Saturday.<br />

<b>SEOUL</b> — Any day of the week, the North Korean propaganda machine can be relied upon to spew out anti-American vitriol using some formulation of “imperialist” and “aggressor” and “hostile.”<br />
<br />
The Kim family has kept a tight grip on North Korea for some seven decades by perpetuating the idea that the Americans are out to get them. From the earliest age, North Korean children are taught “cunning American wolves” — illustrated by fair-haired, pale-skinned men with huge noses — want to kill them.<br />
<br />
Kindergartens and child-care centers are decorated with animals holding grenades and machine guns. Cartoons show plucky squirrel soldiers (North Koreans) triumphing over the cunning wolves (Americans).<br />
<br />
“North Koreans live in a war mentality, and this anti-American propaganda is war-time propaganda,” said Tatiana Gabroussenko, an expert in North Korean propaganda who teaches at Korea University in Seoul.<br />
<br />
The thing is: there is some element of truth to the North Korean version of events. It’s only a kernel, and it is grossly exaggerated, but North Koreans remember very well what most Americans have forgotten (or never knew): that the Korean War was a brutal one.<br />
<br />
<b>‘Utter ruin and devastation’</b><br />
<br />
“Korea is called the forgotten war, and part of what has been forgotten is the utter ruin and devastation that we rained down on the North Korean people,” said John Delury, a professor in the international relations department at Yonsei University in Seoul. “But this has been ingrained into the North Korean psyche.”<br />
<br />
First: a little history.<br />
<br />
The Korean Peninsula, previously occupied by Japan, was divided at the end of World War II. Dean Rusk — an Army colonel at the time, who went on to become secretary of state — got a map and basically drew a line across at the 38th parallel. To the Americans’ surprise, the Soviet Union agreed to the line, and the communist-backed North and the American-backed South were established in 1948 as a “temporary measure.”<br />
<br />
On June 25, 1950, Kim Il Sung, installed by the Soviets to lead North Korea, decided to try to reunify the peninsula by force, invading the South. (Although in the North Korean version of events, the South and their imperialist patrons started it.)<br />
<br />
The push south was surprisingly successful until Gen. Douglas MacArthur landed his troops on the mudflats at Incheon, sending the northern troops back. Then the Chinese got involved, managing to push them back to roughly where they started, on the 38th parallel.<br />
<br />
All this happened within the first six months or so. For the next two-and-a-half years, neither side was able to make any headway. The war was drawn to a close in 1953, after exacting a bloody toll.<br />
<br />
“The number of Korean dead, injured or missing by war’s end approached three million, 10 percent of the overall population,” Charles K. Armstrong, a professor of Korean history at Columbia University, wrote in an essay. “The majority of those killed were in the North, which had half of the population of the South.”<br />
<br />
But the war ended with an armistice, not with a peace treaty. That means that, to this day, North and South Korea remain in a technical state of war.<br />
<br />
Making the war ‘a most unpopular affair’ for the North Koreans<br />
<br />
American military leaders at the time called the Korean War a “limited war” because they did not let it expand outside the Korean Peninsula. But on the peninsula, it was total devastation, particularly for the North.<br />
<br />
The United States dropped 635,000 tons of bombs in Korea, not counting the 32,557 tons of napalm, Bruce Cumings, a University of Chicago professor who’s written several books on North Korea, wrote in “The Korean War: A History.” This compared with 503,000 tons in the entire Pacific theater in World War II.<br />
<br />
“If we keep on tearing the place apart, we can make it a most unpopular affair for the North Koreans,” Defense Secretary Robert Lovett said after the napalm and aerial bombing campaigns of 1950 and 1951, according to Cumings. “We ought to go right ahead,” Lovett said.<br />
<br />
Rusk said the United States bombed “everything that moved in North Korea, every brick standing on top of another.” After running low on urban targets, U.S. bombers destroyed hydroelectric and irrigation dams in the later stages of the war, flooding farmland and destroying crops, former Post correspondent Blaine Harden wrote on these pages in 2015.<br />
<br />
Air Force commanders complained that they’d run out of targets.<br />
<br />
“The physical destruction and loss of life on both sides was almost beyond comprehension, but the North suffered the greater damage, due to American saturation bombing and the scorched-earth policy of the retreating UN forces,” Armstrong of Columbia wrote.<br />
<br />
Fueling the North Korean narrative<br />
<br />
The Kim regime keeps its people afraid by constantly blaming the United States for its situation, especially sanctions for its economic plight. But this also helps it unify the populace against a supposed external threat.<br />
<br />
“Anti-Americanism is an ideological tool of the government,” said Peter Ward, a North Korea researcher affiliated with the Asan Institute for Policy Studies in Seoul. “They need an enemy and a villain to blame for the division of the country, a scapegoat for the situation they are in.”<br />
<br />
When the United States loses, it’s more likely to become the bogeyman, Ward said. “Look at Vietnam. Americans used much more napalm on the Vietnamese, but they’re on good terms today."<br />
<br />
As tensions between North Korea and the United States have escalated in recent months, the North has turned up the volume on its propaganda machine, in addition to launching a series of missiles.<br />
<br />
In response, President Trump has repeatedly threatened to use force to punish North Korea (although he has also said he’d be “honored” to meet Kim Jong Un.)<br />
<br />
“When a new and untested American president starts dangling out the prospect of a surprise missile attack as the solution to the North Korean problem, it plays directly into their worst narrative that the regime tells its people,” Delury said.<br />
<br />
And the worst narrative is bad.<br />
<br />
From the very real events of the Korean War, North Korea’s propagandists have created a version of history that is designed to keep the shock and horror alive more than six decades later.<br />
<br />
North Korea’s discourse on the Korean War — called the “Victorious Fatherland Liberation War” in North Korea — was constructed according to Soviet propaganda used against Nazi Germany during World War II.<br />
<br />
“North Korea’s propaganda writers were educated in the Soviet Union,” said Gabroussenko, who grew up in the Soviet Union.<br />
<br />
Russia perceived itself as being attacked by Germany in what it called “The Great Patriotic War,” she said. “So, according to the North Korean version of the Korean War, they were also fighting a great patriotic war against American intruders.”<br />
<br />
Take the Sinchon Museum of American War Atrocities south of Pyongyang, one of many museums in North Korea designed to keep the regime’s narrative alive. It recalls what North Korea says was a massacre carried out by U.S. troops.<br />
<br />
There was fighting and death in Sinchon during the Korean War, but North Korea is widely held to have vastly exaggerated them with its claim that some 35,000 “martyrs” were killed by U.S. soldiers during a massacre there.<br />
<br />
This is one of what Ward calls the “fake atrocities” that North Korea has created to bolster anti-American nationalism.<br />
<br />
Kim Jong Un has visited it several times since he became leader at the end of 2011. During a visit after a major expansion of the museum in July 2015, turning it into “a center for anti-U.S. class education,” Kim celebrated “the victory day when the Korean people defeated the U.S. imperialists.”<br />
<br />
“No matter how crafty the U.S. imperialists become in their moves to cover up their crimes, they can never erase the traces of massacre of Koreans left in this land,” Kim said, according to a state media report.<br />
<br />
He also ordered his cadres to “intensify the anti-imperialist and anti-U.S. education.” The Korean Central News Agency reported in March, that “more than 18,000 service personnel, working people and youths and students visited the museum” in the first 10 days of the month, “their hearts burning with the resolution to punish the U.S. imperialists and the South Korean warmongers.”<br />
