SEOUL — Any day of the week, the North Korean propaganda machine can be relied upon to spew out anti-American vitriol using some formulation of “imperialist” and “aggressor” and “hostile.” 
 
The Kim family has kept a tight grip on North Korea for some seven decades by perpetuating the idea that the Americans are out to get them. From the earliest age, North Korean children are taught “cunning American wolves” — illustrated by fair-haired, pale-skinned men with huge noses — want to kill them. 
 
Kindergartens and child-care centers are decorated with animals holding grenades and machine guns. Cartoons show plucky squirrel soldiers (North Koreans) triumphing over the cunning wolves (Americans). 
 
“North Koreans live in a war mentality, and this anti-American propaganda is war-time propaganda,” said Tatiana Gabroussenko, an expert in North Korean propaganda who teaches at Korea University in Seoul. 
 
The thing is: there is some element of truth to the North Korean version of events. It’s only a kernel, and it is grossly exaggerated, but North Koreans remember very well what most Americans have forgotten (or never knew): that the Korean War was a brutal one. 
 
‘Utter ruin and devastation’ 
 
“Korea is called the forgotten war, and part of what has been forgotten is the utter ruin and devastation that we rained down on the North Korean people,” said John Delury, a professor in the international relations department at Yonsei University in Seoul. “But this has been ingrained into the North Korean psyche.” 
 
First: a little history. 
 
The Korean Peninsula, previously occupied by Japan, was divided at the end of World War II. Dean Rusk — an Army colonel at the time, who went on to become secretary of state — got a map and basically drew a line across at the 38th parallel. To the Americans’ surprise, the Soviet Union agreed to the line, and the communist-backed North and the American-backed South were established in 1948 as a “temporary measure.” 
 
On June 25, 1950, Kim Il Sung, installed by the Soviets to lead North Korea, decided to try to reunify the peninsula by force, invading the South. (Although in the North Korean version of events, the South and their imperialist patrons started it.) 
 
The push south was surprisingly successful until Gen. Douglas MacArthur landed his troops on the mudflats at Incheon, sending the northern troops back. Then the Chinese got involved, managing to push them back to roughly where they started, on the 38th parallel. 
 
All this happened within the first six months or so. For the next two-and-a-half years, neither side was able to make any headway. The war was drawn to a close in 1953, after exacting a bloody toll. 
 
“The number of Korean dead, injured or missing by war’s end approached three million, 10 percent of the overall population,” Charles K. Armstrong, a professor of Korean history at Columbia University, wrote in an essay. “The majority of those killed were in the North, which had half of the population of the South.” 
 
But the war ended with an armistice, not with a peace treaty. That means that, to this day, North and South Korea remain in a technical state of war. 
 
Making the war ‘a most unpopular affair’ for the North Koreans 
 
American military leaders at the time called the Korean War a “limited war” because they did not let it expand outside the Korean Peninsula. But on the peninsula, it was total devastation, particularly for the North. 
 
The United States dropped 635,000 tons of bombs in Korea, not counting the 32,557 tons of napalm, Bruce Cumings, a University of Chicago professor who’s written several books on North Korea, wrote in “The Korean War: A History.” This compared with 503,000 tons in the entire Pacific theater in World War II. 
 
“If we keep on tearing the place apart, we can make it a most unpopular affair for the North Koreans,” Defense Secretary Robert Lovett said after the napalm and aerial bombing campaigns of 1950 and 1951, according to Cumings. “We ought to go right ahead,” Lovett said. 
 
Rusk said the United States bombed “everything that moved in North Korea, every brick standing on top of another.” After running low on urban targets, U.S. bombers destroyed hydroelectric and irrigation dams in the later stages of the war, flooding farmland and destroying crops, former Post correspondent Blaine Harden wrote on these pages in 2015. 
 
Air Force commanders complained that they’d run out of targets. 
 
“The physical destruction and loss of life on both sides was almost beyond comprehension, but the North suffered the greater damage, due to American saturation bombing and the scorched-earth policy of the retreating UN forces,” Armstrong of Columbia wrote. 
 
Fueling the North Korean narrative 
 
The Kim regime keeps its people afraid by constantly blaming the United States for its situation, especially sanctions for its economic plight. But this also helps it unify the populace against a supposed external threat. 
 
“Anti-Americanism is an ideological tool of the government,” said Peter Ward, a North Korea researcher affiliated with the Asan Institute for Policy Studies in Seoul. “They need an enemy and a villain to blame for the division of the country, a scapegoat for the situation they are in.” 
 
When the United States loses, it’s more likely to become the bogeyman, Ward said. “Look at Vietnam. Americans used much more napalm on the Vietnamese, but they’re on good terms today." 
 
As tensions between North Korea and the United States have escalated in recent months, the North has turned up the volume on its propaganda machine, in addition to launching a series of missiles. 
 
In response, President Trump has repeatedly threatened to use force to punish North Korea (although he has also said he’d be “honored” to meet Kim Jong Un.) 
 
“When a new and untested American president starts dangling out the prospect of a surprise missile attack as the solution to the North Korean problem, it plays directly into their worst narrative that the regime tells its people,” Delury said. 
 
And the worst narrative is bad. 
 
From the very real events of the Korean War, North Korea’s propagandists have created a version of history that is designed to keep the shock and horror alive more than six decades later. 
 
North Korea’s discourse on the Korean War — called the “Victorious Fatherland Liberation War” in North Korea — was constructed according to Soviet propaganda used against Nazi Germany during World War II. 
 
“North Korea’s propaganda writers were educated in the Soviet Union,” said Gabroussenko, who grew up in the Soviet Union. 
 
Russia perceived itself as being attacked by Germany in what it called “The Great Patriotic War,” she said. “So, according to the North Korean version of the Korean War, they were also fighting a great patriotic war against American intruders.” 
 
Take the Sinchon Museum of American War Atrocities south of Pyongyang, one of many museums in North Korea designed to keep the regime’s narrative alive. It recalls what North Korea says was a massacre carried out by U.S. troops. 
 
There was fighting and death in Sinchon during the Korean War, but North Korea is widely held to have vastly exaggerated them with its claim that some 35,000 “martyrs” were killed by U.S. soldiers during a massacre there. 
 
This is one of what Ward calls the “fake atrocities” that North Korea has created to bolster anti-American nationalism. 
 
Kim Jong Un has visited it several times since he became leader at the end of 2011. During a visit after a major expansion of the museum in July 2015, turning it into “a center for anti-U.S. class education,” Kim celebrated “the victory day when the Korean people defeated the U.S. imperialists.” 
 
“No matter how crafty the U.S. imperialists become in their moves to cover up their crimes, they can never erase the traces of massacre of Koreans left in this land,” Kim said, according to a state media report. 
 
He also ordered his cadres to “intensify the anti-imperialist and anti-U.S. education.” The Korean Central News Agency reported in March, that “more than 18,000 service personnel, working people and youths and students visited the museum” in the first 10 days of the month, “their hearts burning with the resolution to punish the U.S. imperialists and the South Korean warmongers.”

TOKYO -- Tensions are rising dangerously on the Korean Peninsula as North Korean leader Kim Jong Un and U.S. President Donald Trump square off. 
 
While North Korea has threatened to conduct a new nuclear test in defiance of mounting international criticism, the Trump administration has ratcheted up pressure on Pyongyang by warning that all options, including use of military force, are on the table. 
 
Japan cannot afford to sit on the sidelines. If North Korea continues provoking tensions on the Korean Peninsula, the Japanese government will face the daunting task of evacuating nearly 60,000 of its citizens currently in South Korea. 
 
Some 38,000 Japanese are now living in South Korea as long-term visitors, such as businesspeople. In addition, some 19,000 Japanese are staying there as tourists or other short-term visitors. 
 
The Japanese government is poised to protect its citizens in the troubled region, monitoring the situation closely and classifying dangerous developments into four levels. 
 
Level 1 
 
The first -- and the lowest -- level of the four-tier alert system applies to situations in which Japanese nationals could be harmed. 
 
For example, if a North Korean terror plot in South Korea is uncovered in advance, the Japanese Foreign Ministry will advise citizens via its website and elsewhere to voluntarily refrain from non-essential and non-urgent travel to South Korea. 
 
By doing so, the Foreign Ministry will hopefully have reduced the number of short-term Japanese visitors should an emergency occur. 
 
Level 2

The second level applies to situations where Japanese are at greater risk than they are in Level 1 situations. 
 
During Level 2 situations -- for example, if North and South Korea exchange fire -- the Foreign Ministry will urge its citizens not to travel to South Korea. 
 
As for Japanese nationals already in the country, the ministry will call on the elderly, women, children and the infirm to return to Japan as soon as possible, according to the ministry's Consular Affairs Bureau. 
 
Level 3 
 
In more dangerous Level 3 situations, such as if the U.S. carries out a limited air strike on North Korea, the Foreign Ministry will immediately urge Japanese nationals to evacuate. 
 
Japan will dispatch embassy staff in South Korea to local airports to help its citizens evacuate by commercial flights. If none are available, the government will consider chartering planes. 
 
The Foreign Ministry's evacuation recommendation is now in place for Syria following the recent U.S. missile attack on a Syrian air base. 
 
The ministry also issued an evacuation advisory for South Sudan in July 2016 in response to an escalation in fighting between government and rebel forces. 
 
At the time, the Japanese government sent three Air Self-Defense Force transport aircraft to neighboring Djibouti to prepare for the evacuation of Japanese from South Sudan. The government-affiliated Japan International Cooperation Agency also flew a charter plane to evacuate its staff and some other Japanese from the country to neighboring Kenya. 
 
Level 4 
 
The fourth -- and highest -- alert level applies to the most dangerous situations, such as a large-scale North Korean counterattack that prompts South Korea to close domestic airports due to its inability to ensure the safety of commercial aircraft. 
 
During Level 4 situations, the Foreign Ministry will ask Japanese nationals staying in South Korea to take refuge at local shelters or stay at home. Once the crisis subsides, the embassy and others will urge its citizens to flee to more distant and, presumably, safer areas. 
 
Evacuating Japanese from the country by ship from Busan, a port on the southeastern-most tip of the Korean Peninsula, is also considered a likely option. 
 
While preparing for a possible emergency in the region, the government is calling on the public to remain calm. 
 
"If a conflict becomes more likely, there should be some signs of that, such as the families of U.S. troops in South Korea evacuating. We have no immediate plans to raise the crisis (alert) level. We want the public to respond calmly," said one government official. 
 
Allies' cooperation 
 
The basic policy of the government's evacuation plan is to help as many Japanese nationals as possible evacuate to Japan before the security situation seriously deteriorates. 
 
But there is no guarantee that all Japanese in South Korea could be evacuated in time. If the situation boils over, Japan will have to seek help from the U.S., especially from its military forces stationed in South Korea. 
 
Since Japan is a likely destination for U.S. nationals also fleeing South Korea, the Japanese government will ask the U.S. military to preferentially transport Japanese nationals as well. 
 
But Japan and the U.S. have never conducted a joint evacuation drill assuming a military contingency. The big question is whether the two countries will be able to work together smoothly while avoiding confusion. 
 
As a last resort, Japan will also consider utilizing the Japan Coast Guard and aircraft of the Self-Defense Forces, among other measures. This means that transport aircraft and vessels of the Self-Defense Forces could be dispatched. 
 
The enactment of national security-related bills in September 2015 has made it possible for the Self-Defense Forces to not only transport but also rescue Japanese nationals living abroad. In doing so, members of the Self-Defense Forces will be allowed to use arms under certain conditions. 
 
Japan will need to get prior consent from South Korea to dispatch its troops to the country. But many in South Korea are cool to the idea of having Japanese troops in their country, as they would be reminiscent of Japan's wartime occupation. 
 
Observers are unsure whether consultations between Tokyo and Seoul on this matter will proceed smoothly.

A retired Russian colonel has made outlandish claims that Moscow has planted nuclear missiles off the east coast of America that could trigger a tsunami if detonated. 
 
The far-fetched plans were outlined by Viktor Baranetz, who claimed it was a response to the US building up its military along Russia's borders. 
 
“The Americans are deploying their tanks, airplanes and special forces battalions along the Russian border,” Mr Baranetz said in an interview with Russian paper Komsomolskaya Pravda . 
 
“And we are quietly ‘seeding’ the US shoreline with nuclear ‘mole’ missiles.  They dig themselves in and "sleep" until they are given the command..." 
 
Any such tsunami would destroy cities such as New York and Miami. 
The former official said Russia had to come up with an effective way to defend itself, while operating with a much smaller military budget than America. 
 
“The US is the permanent ‘world champion’ in the size of its military budget – almost $600 billion (£500 million), which is 10 times more than Russia’s,” he explained. 
 
“Russia will not compete with the US in defence expenditure. We are in a different weight class,” he said. 
 
“For us, the main question is how to ensure Russia’s defence at a lower cost. 
 
“I am sure that we have already found asymmetrical responses. I don’t see a big problem here.” 
 
A Russian government spokesman dismissed Mr Baranetz's claims. Calling them "strange", he said the report should "not be taken seriously", the Daily Mail reported.

Two Russian SU-35 fighter jets were seen by two F-22 stealth fighter jets escorting two Russian Bear bombers in Alaska’s Air Defence Zone about 50 miles southwest of Chariot, Alaska. The Russian formation stayed in international air space and were unarmed, officials told Fox News. 
 
Russia has been sending aircraft into the area recently after a lengthy dry spell. Russian bombers were spotted in the area over four consecutive days last month, the first time since 2014. 
 
Relations between the US and Russia have been strained recently. US President Donald Trump said last month that the relationship was at an “all-time low.” Even so, Mr Trump spoke to Russian President Vladimir Putin on the phone Wednesday. A readout following the conversation described it as “a very good one.” The White House indicated the two had talked about the situations in Syria and North Korea. Russian provocation were not mentioned. 
 
The White House announced in the readout that they will be sending a representative to Kazakhstan on May 3 and 4 to participate in cease-fire talks for Syria. 
 
Two two presidents discussed implementing safe zones in Syria for "humanitarian and other reasons." Russia and the US have been divided on several fronts including what approach is appropriate in Syria, Russia's annexation of Ukraine, and Moscow's interference in the 2016 election that saw Mr Trump ascend to the presidency. 
 
That division has pushed Mr Trump to modify some of his most controversial positions. After a meeting between US Secretary of State Rex Tillerson and Putin that failed to resolve differences on those issues, Mr Trump reversed course on his assessment of NATO and said that it was "no longer obsolete."

North Korea has vowed to put US military bases in Japan "under radioactive clouds" if war breaks out. 
 
Kim Jong-un 's regime issued the chilling warning and reminded Japan of the horrors of Hiroshima and Nagasaki during World War II. 
 
The threat comes as Japan debates whether to change its anti-war constitution as fears of a conflict between the US and North Korea increase. 
 
The warning of a nuclear strike against the US bases in Japan appeared in the North Korean state newspaper Rodong Sinmun.

Philippine President Rodrigo Duterte on Saturday urged the United States to show restraint after North Korea's latest missile test and to avoid playing into the hands of leader Kim Jong-un, who "wants to end the world". 
 
Tensions between the US and the North have risen sharply in recent weeks as a series of North Korean missile tests have prompted dire warnings from President  Donald Trump's administration about curtailing its nuclear weapons programme. 
 
US officials have repeatedly warned "all options are on the table" - including military strikes - to curb the North's nuclear ambitions. 
 
The US has deployed an American naval strike group - the USS Carl Vinson - off the Korean peninsula. North Korea has responded by threatening to sink the aircraft carrier and launch nuclear attacks on the US' regional allies South Korea and Japan. 
 
The notoriously blunt Duterte said the Southeast Asia region was extremely worried about tensions between the United States and North Korea, and said one misstep would be a "catastrophe" and Asia would be the first victim of a nuclear war. 
 
The United States, Japan, South Korea and China, he said, were sparring with a man who was excited about the prospect of firing missiles. 
 
Duterte is current chairman of the Association of South East Asian Nations (ASEAN) and was to speak by telephone to US President Donald Trump later on Saturday. He said he would urge Trump not to get into a confrontation with Kim. 
 
"There seems to be two countries playing with their toys and those toys are not really to entertain," he told a news conference after the ASEAN summit in Manila, referring to Washington and Pyongyang. 
 
"You know that they are playing with somebody who relishes letting go of missiles and everything. I would not want to go into his [Kim's] mind because I really do not know what's inside but he's putting Mother Earth, the planet to an edge." 
 
North Korea test-fired a ballistic missile on Saturday shortly after US Secretary of State Rex Tillerson warned that failure to curb Pyongyang's nuclear and ballistic missile programmes could lead to "catastrophic consequences". 
 
US and South Korean officials said the test appeared to have failed, in what would be the North's fourth straight unsuccessful missile test since March. 
 
The USS Carl Vinson, meanwhile, kicked off a joint military drill with the South Korean navy on Saturday. 
 
"Immediately after the aircraft carrier arrived in the Sea of Japan, South Korea and the US strike forces launched a drill from 6:00pm [09:00GMT]," a defence ministry spokesman told AFP news agency. 
 
The drill aimed to verify the allies' capability to track and intercept enemy ballistic missiles, he said. He declined to clarify how long the drill would last, but Yonhap news agency said it was expected to continue until sometime next week. 
 
The manoeuvres will also include a live-fire exercise and anti-submarine exercises, the spokesman added. 
 
Duterte said it was incumbent upon the United States as the responsible country to not rise to Kim's provocations. He said he was sure Trump had cautioned his military not to allow the situation to spiral out of control. 
 
"Who am I to say that you should stop? But I would say 'Mr President, please see to it that there is no war because my region will suffer immensely,'" Duterte said. 
 
"I will just communicate to [Trump], 'just let him play ... do not play into his hands'." 
 
He added: "The guy [Kim] simply wants to end the world, that is why he is very happy. He is always smiling. But he really wants to finish everything and he wants to drag us all down."

SEOUL - North Korea claimed Friday it has successfully tested a nuclear warhead that could be mounted on a missile, drawing condemnation from the South over the "maniacal recklessness" of young ruler Kim Jong-Un. 
 
The blast at the Punggye-ri nuclear site was the North's fifth and most powerful yet at 10 kilotons -- approaching the might of the bomb that devastated Hiroshima in 1945, experts in Seoul said. 
 
Pyongyang's state media said the test, which comes after a series of ballistic missile launches that have drawn international condemnation and UN sanctions, had achieved its goal of being able to fit a miniaturized nuclear warhead on a rocket. 
 
"Our nuclear scientists staged a nuclear explosion test on a newly developed nuclear warhead at the country's northern nuclear test site," a North Korean TV presenter said. 
 
"Our... party sent a congratulatory message to our nuclear scientists... for conducting the successful nuclear warhead explosion test," said Ri Chun-Hee, a veteran who has delivered all the North's biggest announcements. 
 
The news drew swift condemnation from US President Barack Obama who warned of "serious consequences" and said he had called the leaders of South Korea and Japan to confer over the crisis. 
 
The South's President Park Geun-Hye spoke out against the "maniacal recklessness" of Kim, who since taking control after the death of his father in 2011 has carried out a series of purges and weapons tests designed to show strength and consolidate power. 
 
"Kim Jong-Un's regime will only earn more sanctions and isolation... and such provocation will further accelerate its path to self-destruction," Park said, warning his obsession with creating a nuclear arsenal posed a grave challenge. 
 
"We will step up pressure on the North by using all possible measures, including more, stronger sanctions on the North with the international community and at the UN Security Council," she said. 
 
SEARCH FOR CLUES 
 
News of the test emerged when seismic monitors detected a 5.3-magnitude "artificial earthquake" early Friday near the Punggye-ri nuclear site, where the last test took place in January. 
 
"The 10-kiloton blast was nearly twice the fourth nuclear test and slightly less than the Hiroshima bombing, which was measured about 15 kilotons," said Kim Nam-Wook from the South's meteorological agency. 
 
If Pyongyang can make a nuclear device small enough to fit on a warhead, and bolster the  
range and accuracy of its missiles, it might achieve its oft-stated aim of hitting US targets.  
 
But its claims to that in the past have been discounted. 
 
Scientists will now attempt to analyze the blast to try to determine what kind of a breakthrough it represents, including whether it is a standard atomic bomb or a more powerful hydrogen, or thermonuclear, bomb. 
 
But verifying the claim to have created a weapon-tipped missile will be difficult, said Melissa Hanham, a North Korea expert at the Middlebury Institute of International Studies. 
"It's not really possible for us to verify that the test was of a compact warhead from the seismic data," she told AFP. 
 
"We would need to see it tested on a missile like China did in the 1960s. Nobody wants to see that. There is no way they could do that test in a safe way, and it could easily start a war." 
 
- 'Caught off guard' -Japan condemned the move as "absolutely unacceptable" while the head of the UN atomic watchdog said it was a "clear violation" of numerous Security Council resolutions. 
 
North Korea has been hit by five sets of United Nations sanctions since it first tested a nuclear device in 2006, but has insisted it will continue, arguing it faces an existential threat from US aggression.  
 
A series of ballistic missile launches has also drawn intense criticism, with another three fired on Monday even as world powers gathered for a G20 meeting in China. 
 
Nuclear tests are usually heralded by chatter among analysts about preparations at Punggye-ri, but this time observers were largely caught off guard, said Kim Jin-Moo from the Korea Institute for Defense Analyses. 
 
"The test has been carefully planned out for months by the North to maximize the impact of the show of force to the international community," he told AFP. 
 
The nuclear test is another slap in the face to the North's chief ally China which has been under pressure to rein in its increasingly embarrassing behavior. 
 
China said Friday it "firmly opposes" the test but it has limited room to maneuver, given its priority is to avoid a collapse of the regime that would create a crisis on its border and shift the balance of power on the Korean peninsula towards the US. 
 
The US-Korea Institute at Johns Hopkins University, which had warned Thursday of "new activity" at Punggye-ri, said the latest development made plain that the US and South Korean strategy on restraining North Korea "has clearly failed". 
 
"No one should be surprised that North Korea continues to conduct nuclear tests to enhance the capabilities of its growing arsenal. Nor should they expect China to solve this problem for the United States," said the institute's Joel Wit. 
 
North Korea claimed its January test was of a miniaturized hydrogen bomb, which can be far more powerful than other nuclear devices.  
 
But scientists say the estimated yield of around six kilotons was similar to the North's previous nuclear test in 2013, and far too low for a thermonuclear device. Initial indications from Monday's blast pointed in the same direction. 
 
"What we can tell from the seismic waves so far is that this is likely not a thermonuclear test," said 38 North managing director Jenny Town. 
 
"We are still in the preliminary stages but our analysts believe they tested a basic nuclear device not an advanced device," she said. "If we were looking at a thermonuclear test, we would see very different seismic waves."
