CEBU - A police officer of Cordova Police Station has gone missing after tagging retired police generals Marcelo Garbo Jr. and Vicente Loot as members of a drug syndicate. 
Police Officer 2 Ryan Casiban left office in the middle of his duty as desk officer around 3 a.m. Wednesday and has not been seen since. 
 
According to PO2 Laurencio, Casiban was supposed to be the desk officer of their police station from 8 p.m. Tuesday until 8 a.m. Wednesday. 
Casiban left his post riding his service motorcycle and brought with him an M-16 rifle and the station's mobile phone, which is used as the station's hotline.

Before leaving his post, Casiban tagged police officials in a blotter report. 
"Gen. Garbo and Gen. Loot (members of a ) drug syndicate of the Philippines because of big drug money protected by his men (in) PNP organization," Casiban wrote. 
The same statement has been recorded earlier in page 153 of the police blotter. 
Casiban, likewise, wrote another entry in the police blotter, wherein he said: "I want to write what is justice for all to stop all illegal drugs. God is in me," with his signature. 
Casiban's police uniform, the service motorcycle, and the M-16 rifle he brought with him were later found abandoned in a bushy area in Sitio Naga, Barangay Babag II, Lapu-Lapu City. 
At around 3:30 a.m., Casiban sent a message to former Cordova Chief of Police, Senior Inspector Zosimo Jabas Jr. In his message, Casiban told Jabas that he is being hunted by a certain Atan Tajanlangit. 
 
Casiban is also asking for Jabas' help as he wants to surrender to President Rodrigo Duterte. 
Wagwag, who is also a desk officer, described Casiban as a very silent person. He also does not have any record of involvement in illegal drugs. 
Authorities are still searching for Casiban. 
Police Regional Director Chief Supt. Noli Taliño, on the other hand, said that they will check if Casiban is suffering from psychological problems. 
Garbo and Loot have both been accused by Duterte of protecting drug networks.

CEBU CITY — Cebu City Mayor Tomas Osmeña has challenged his arch rival, former Mayor Michael Rama, to undergo lie detector tests with him. 
 
He also issued the same challenge to Supt. Romeo Santander who, according to Osmeña, has been rumored to be Rama’s “bagman” in illegal drugs. 
 
Both Santander and Rama were on the list of alleged protectors of illegal drugs exposed by President Rodrigo Duterte last Sunday. 
 
“I am publicly challenging Mr. Michael Rama to a lie detector test. He said the truth will set him free? Let’s see about that,” said Osmeña in his 11 a.m. Facebook post. 
 
“Nganong kinahanglanon man na (Why is that necessary?),” was Rama’s reply when sought for comment. 
 
But if needed, he added, he would take the test. 
 
Rama called a press conference in his residence in Barangay Basak San Nicolas on  
 
Tuesday morning to announce that he visited to the Philippine Drug Enforcement Agency (PDEA) head office on Monday morning. 
 
He said someone whom he refused to name, advised him to appear at the PDEA office to clear his name and ask for evidence that would link him to Cebu drug operations. 
 
Rama, who refused to identify the person he spoke with at the PDEA office, said PDEA did not have any evidence to show him.

Osmeña said on his FB post that after Cebuano drug lord Jeffrey “Jaguar” Diaz was killed in June, Rama alleged that Osmeña had Diaz liquidated “to cover up his dealings with me.” 
 
“After the President himself named Mr. Rama as a drug protector, they repeated the same thing in his defense. Well, who let Jaguar prosper the six years he was mayor?” 
 
Osmeña was referring to the last six years where Rama sat as mayor but failed to stop  
 
Diaz’s alleged illegal drug activities. 
 
“In the interest of transparency, I am willing to sacrifice my civil liberties and will submit to the test at the same time as him. I challenge Supt. Romeo Santander, Mr. Rama’s alleged bagman who I alluded to in my most recent presscon, to submit to the same  test as well,” said Osmeña’s FB post. 
 
Osmeña wanted their test streamed live on the internet and administered by the National Bureau of Investigation (NBI) or any national agency capable of doing so. 
 
“If the President wants to pick the administering agency, that’s fine with me. I have nothing to hide. Do they?” 
 
Osmeña said the drug testing would answer questions on who really solicited and accepted money from Diaz or any other drug lords. 
 
“If his (Rama’s) conscience is clear, like mine is, he will not hesitate. The Cebuanos have a right to know. I am returning onAugust 14 and am willing to take the test as soon as I land.  
 
Mr. Rama, you said the truth will set you free. I think it’s quite the opposite. Try and prove me wrong. Game ka na ba (Are you game)?” 
 
Osmeña and members of his family are now in Texas for his annual medical check up.  They left Cebu on August 4. 
 
The mayor’s FaceBook post garnered 2,514 likes and 274 shares as of noon on Tuesday. 
Merlo Louie Gulfan asked Osmeña not to stoop down to Rama’s level. 
 
“Ur the Mayor now and he (Rama) is just an ordinary citizen, although he still beliv he s d Mayor as far as his tapaulin is concern, just ignore him Sir, no one believes him anyway but on the other hand most beliv his inclusion (on Duterte’s list),” Gulfan said in his comment. 
 
Osmeña replied to Gulfan’s post and wrote: “if I wanted to stoop down to his level, I would hold  daily prayer rallies outside Rama Compound. This is not stooping down to his level, this is giving the Cebuanos what they deserve: a clear answer once and for all :).”

LAPU-LAPU CITY, Cebu—A Chinese woman was arrested by Customs police at the Mactan Cebu International Airport shortly before noon on Wednesday after she was allegedly caught bringing in four kilos of shabu. 
 
Zhou Liming, 27, was brought inside the Customs Office at the MCIA where she was to undergo interrogation. 
 
She arrived at 11:30 a.m. from Xiamen, China through Hong Kong on board a Cathay Pacific flight with one light blue trolley bag. 
 
While passengers were lining up at the x-ray machine at the arrival area, Olibert Estillore, K-9 officer of the Philippine Drug Enforcement Agency, noticed Zhou looking so uneasy and kept going to the toilet. 
 
When it was her turn, X-ray machine operator Haron Paragona of the Bureau of Customs, detected several packs inside her light blue trolley bag. 
 
Zhou was asked to step aside as Customs personnel Ronor Alinsug and Albert Barliso inspected her bag and found several female dresses inside. 
 
Alinsug and Barliso, however, noticed that there was a glossy plywood that served a compartment in her luggage. 
 
Zhou looked pale when the two officers found several packs after destroying the compartment. The two K-9 dogs immediately sat after sniffing on the packs, indicating that these contained illegal drugs. 
 
The woman burst into tears and was shaking when told that she had to be detained for bringing in illegal drugs into the country. 
 
When the contents were tested, the Customs examiners found that the white powdery substance was methamphetamine hydrochloride or shabu. 
 
The packs of shabu weighed 4.51 kilos which the PDEA pegged to be worth P6 million. 
Jay Oyao, MCIA Customs officer-in-charge, said they were waiting for an interpreter to determine Zhou’s background and her contact in Cebu because the woman could only speak Mandarin. 
 
But based on her passport, he said Zhou had been in the Philippines thrice.

CEBU - A member of the Special Weapons and Tactics (SWAT) group in Cebu was arrested after he was caught in the act of using illegal drugs during a buy-bust in Toledo City, Cebu. 
 
Cebu Provincial Police Director Senior Superintendent Clifford Gairanod confirmed that Bogo SWAT member PO2 Ronjie Nadora, 36, was not only a drug user but also a drug protector. 
 
Gairanod said Nadora has been included in the watch list of police officers engaged in illegal drugs. 
 
He said they received reports from concerned citizens that Nadora served as an escort in the delivery of illegal drugs to the house of a certain Neil Enriquez to make sure that it will arrive safely. 
 
Nadora was arrested during the buy-bust operation against Enriquez, 38, in Sitio Harag, Barangay Talavera, Toledo City. 
 
Enriquez was the subject of the police operation.According to Gairanod, Enriquez was wearing a SWAT shirt with the name of Nadora when caught by the police inside the house of the subject, together with the SWAT officer. 
 
Aside from the two, Richard Flores, 30, and Nanding Abella, 23, were also arrested for allegedly using drugs with Nadora. 
 
Recovered from the suspects were a .357 revolver with four live ammunitions, an improvised shotgun with four live ammunitions and 19 small sachets believed to contain shabu. 
 
Nadora is an active member of the Philippine National Police (PNP) and assigned in Bogo City as part of SWAT, right after he was relieved from Naga City in Cebu. 
 
The arrested police officer will be facing violation of Section 6 of RA 9165 for visiting a drug den. Nadora will also be facing administrative charges. 
 
Enriquez and the rest will also be charged Section 11 and 12 of RA 9165. 
 
Meanwhile, Gairanod added that there are still other police officers in the watch list of Cebu Provincial Police Officer who are under surveillance.
