MANILA - Elite personnel of the police Special Action Force (SAF) have been deployed to replace jail guards of the New Bilibid Prisons (NBP), where irregularities like gun running and the illegal drug trade allegedly remain rampant. 
 
Philippine National Police (PNP) chief Director Ronald "Bato" Dela Rosa reminded the elite police force to spurn possible bribes from inmates.

"'Wag kayong magpa-corrupt, 'wag kayong magpapaloko sa baba. Isang report lang na isa sa inyo ay tumanggap ng bribe, kahit piso o kahit isang balot ng candy, that will destroy everything," Dela Rosa said. 
 
At the same time, Dela Rosa assured prisoners of their safety in the hands of SAF commandos. 
 
"Ito pong mga dala namin Special Action Force, sila po'y mga pulis. Hindi sila mga berdugo. Huwag n'yo pong isipin na sila'y pinapunta rito para kayo ay pagpapatayin yung mga tao diyan sa loob," he said. 
 
"Sila po ay andito para gampanan ang trabaho kung saan nagkukulang itong mga ating present na guwardiya."

Over 300 SAF troopers were detailed Wednesday at the NBP on their first day of manning the NBP. 
 
Prison guards of the Bureau of Corrections (BuCor), meanwhile, will undergo months of re-training and re-education. 
 
Before the takeover, Justice Secretary Vitaliano Aguirre II ordered the PNP Scene of the Crime Operatives (SOCO) to search the NBP's Building 14 for contraband items. 
Fifty-three inmates, including high-profile drug lords, were temporarily transferred to two buses during the raid. 
 
While Aguirre is confident that the SAF will not be tempted by bribes, he will still order a rotation of personnel every two or three months to avoid familiarity with the prisoners. 
 
President Rodrigo Duterte recently named three alleged drug traffickers, two of whom are detained at the NBP. 
 
He said drug lords were still able to continue with their illegal activities even while inside the state penitentiary.

Bato: Some relieved top cops got drug money

Philippine National Police (PNP) Chief Director General Ronald "Bato" Dela Rosa confirmed Monday that some of the police directors recently relieved from their posts were involved in the narcotics trade. 
At a command conference in Cebu City, Dela Rosa said some of the relieved senior officials were receiving drug money. 
 
Dela Rosa ordered a reorganization of senior officials in the PNP during his first day in office last July 1. 
 
The massive reshuffle covered the PNP Command Group. 
 
Regional directors were also reassigned to "other equally-important positions in different levels of command." 
 
President Rodrigo Duterte himself recently named five police officers, including two who are already retired, as drug coddlers. 
 
Nine police officers also tested positive for drug use earlier this month. The PNP has yet to announce the results of a further confirmatory test to verify the presence of shabu and marijuana in their urine samples.

Dela Rosa also apologized to Cebu City Mayor Tomas Osmeña for the inclusion of the city's police director among the officials sacked from their posts. 
 
Osmeña earlier threatened to stop giving rewards to policemen who arrest or kill drug pushers after Cebu City Police Office Director Benjamin Santos Jr. was reassigned. 
 
Dela Rosa said Osmeña's initiative of granting incentives to policemen is a big help to the administration's fight against illegal drugs. But he also stressed that the PNP will do its duty even without the reward system. 
 
Dela Rosa also signed a memorandum of agreement with retired judges, justices, and fiscals who offered free legal assistance to policemen who will face cases in line of their work.

MANILA – Philippine National Police Chief Director General Ronald Dela Rosa admitted it is possible that there is a group of vigilantes behind the rising number of summary executions all over the country. 
One example, the lifeless body of uniformed police PO3 Micheal Manalad was found tied to a lamp post last July 7 in Meycauayan, Bulacan. 
 
Dela Rosa said in an interview, “May nakikita naman tayong namatay, lalo ‘yung isang pulis na pinatay. Maybe nag-start na, meron silang vigilantism na sinimulan na dito sa Region 3.” 
 
When asked what could be the motivation behind the summary killings, he said, “Kahit sino siya, basta galit sa droga, he can do anything. He can be a civilian, he can be a policeman, he can be a military man, he can be a retired police or retired military.” 
 
The PNP chief said the vigilante killings do not, in any way, tarnish their campaign against illegal drugs as long as these are not committed by any of his men. 
 
"Ang nakakasira talaga kung ‘yun ay kagagawan ng government actors, but di naman natin ma-establish kung sino ang gumawa noon. Hindi ko masasabi na nakakasira iyan sa aming effort, hindi ko sigurado kung sino ang may gawa," dela Rosa said. 
 
So far, Dela Rosa has not received any word from the vigilante group. 
 
“Kung gusto man nilang gawin, gawin na lang nila, wag na lang nilang ipaalam sa akin. Dahil hindi ko naman sila papayagan na gawin yon,” he said. 
 
Meanwhile, the PNP Crime Laboratory has confirmed that 20 PNP personnel have tested positive for illegal drug use after confirmatory tests. 
 
More than 22,000 PNP personnel participated in random drug tests from May 9 to July 12. 
Ranks of those who tested positive ranged from PO1 to police inspector. Five are from Luzon, three of which are from the Quezon City Police District, six from Visayas and nine from Mindanao. 
 
Chief Superintendent Emmanuel Aranas, director of the PNP Crime Lab said, “Alam naman ng mga cops at directors kung ano ang next action to be taken kasi after the confirmation results, we are sending the results to their immediate superior.” 
 
Another 16 police personnel tested positive and will be undergoing confirmatory tests.
