VIENTIANE - The Philippines is proposing a 14 percent increase in defense spending next year to buy new ships and aircraft to boost its fight against Islamist militants and enhance maritime security in the disputed South China Sea. 
 
According to internal documents seen by Reuters on Monday, about P130 billion or 96 percent of the proposed defense budget, would go to the Armed Forces. 
 
The push to beef up military spending reflects regional concern about China's maritime assertiveness and the new government's determination to crush the entrenched and lucrative network of the Islamic State-linked Abu Sayyaf rebels behind a spree of kidnappings. 
 
Some P25 billion would go to a modernization program, the Department of National Defense said in the documents, including the acquisition of two surveillance planes and six close-air support planes to fight the Abu Sayyaf. 
 
The rebels, who have their stronghold in two southern islands in the Muslim-majority south, are holding more than 20 hostages of five nationalities. 
 
Abu Sayyaf has this year beheaded two Canadian hostages and President Rodrigo Duterte has ordered the military to "destroy" the group. The government believes it was behind  
 
Friday's bombing in Davao city that killed 14 people. 
 
The government has proposed a P3.35 trillion national budget for next year, which the bicameral legislature is expected to approve before the end of the year. 
 
A senior defense official told Reuters 2017 would be the second year in a row that the government is spending P25 billion for the modernization plan, which is slated to cost P82 billion over a five-year period. 
 
The country is set to award contracts for two frigates for navy and three radar systems for the air force, which are designed to improve monitoring in the South China Sea. 
 
Part of the funds will go to installments to pay for 12 Korean-made FA-50 jets, two of which arrived last year.

President Rodrigo Duterte knows that the pay in the military and police is so small that they can be vulnerable to corruption. 
 
That is why Duterte has urged them to go directly to him if ever they find themselves in a financial hole. 
 
“Alam ko maliit ang sweldo ninyo, kaya kung may mga ganung sakit, God forbid yung asawa mo mag cancer, huwag lang magbenta ng shabu, pumunta ka sakin. Sabihin mo sa superior down the line: ‘Sir, pakisabi lang kay mayor na asawa ko na sa kuwan.’ I will look for the money,” said Duterte. 
 
Duterte said he has maintained personal ties with the police and military during his days as Davao City mayor and he intended to do the same on a national scale. 
 
“They (military and police) would run to me yung mga problema nila. Kaya sabi ko kung may problema kayong malaki di talaga kaya ng bulsa, huwag magbenta ng shabu. Punta kayo sakin, hanap ako ng pera,” said Duterte. 
 
“Alam ko na hirap talaga, that’s why hindi naintindihan ng tao. That’s why, maski na maliit lang, doblado yung sweldo unahin ko,” said Duterte. 
 
Duterte said the stability of the government depended on the integrity and loyalty of its security forces. 
 
“I cannot run with a corrupt police and the corrupt military. Kaya kayong mga pulis na andiyan sa droga, you make a choice. Resign, and do not wait for my action, nakikiusap ako sa inyo,” said Duterte.

MANILA — The Philippine Marines general appointed as the new Bureau of Corrections director will retire early from the military on July 30 and will bring several Marines to help guard the New Bilibid Prisons in Muntinlupa City, according to the Armed Forces of the Philippines.Col. Edgard Arevalo, AFP public affairs chief, has announced that Marine Major Gen. Alexander Balutan will be given retirement honors by the Philippine Navy on July 30 before he assumes his post as BuCor director on Aug. 1. 
 
“He (Balutan) said that this is a job that nobody wants to take, it’s only a Marine who’s willing to take this job, that’s why he took it,” Arevalo said in a press briefing. 
 
Arevalo has also confirmed that Balutan will bring along Marine soldiers to the New Bilibid Prison to work in tandem with the Philippine National Police-Special Action Force personnel to guard the state penitentiary and its high-profile inmates. 
 
In 2015, the Department of Justice repeatedly raided the Bilibid and found that inmates had set up apartments within the cells too luxurious for prisoners, had smuggled contraband or prohibited items such as drugs. Intelligence reports have revealed that robbery and drug trafficking convicts have been able to continue with their illicit trade from prison. 
 
The Marines to be deployed in New Bilibid have been undergoing special training, Arevalo said. 
 
He added the SAF and Marine troops would take monthly rotating assignments, he said. 
Balutan is a member of the Philippine Military Academy Class of 1983. He is a veteran of the Mindanao conflict and earned the nickname “Mandirigma” (warrior). 
 
The general gained prominence in 2005 when he testified before the Senate on the alleged election cheating in Mindanao, defying an order from President Gloria Macapagal-Arroyo for all executive branch officials to seek clearance and permission first from Malacañang before testifying in legislative inquiries. 
 
Balutan was court-martialed but his case was later dismissed due to prescription.
