MANILA - President Rodrigo Duterte has received the draft executive order spelling out the guidelines for the implementation of freedom of information (FOI) in the executive branch. 
Communications Secretary Martin Andanar said Duterte received the draft Thursday and decided to study or review it first before signing it. 
The contents of the EO are expected to be released next week.
"Pinaliwanag ng Pangulo na natanggap ng Pangulo ang draft kanina at alam po natin na ninais ng gabinete, ng executive secretary na i-release po ang FOI bukas pero pag-aaralan po muna ng Pangulo itong draft so it will be signed, sealed and delivered by next week," Andanar said.
Andanar earlier said the order will cover departments and line agencies under the Office of the President. 
He added that the move shows that the President is "serious" on carrying out his promise, saying that the chief executive wanted it drafted and signed as soon as possible ("sa lalong madaling panahon.") 
"Hindi na ito aabutin ng Sabado. Change is coming. Change is here," Andanar had told reporters.

Presidential spokesperson Ernesto Abella sees no conflict with the move and Duterte's pronouncement to avoid media, saying the President wants to devote more time to work. 
"He abhors secrecy and he desires transparency and that's part of his working and part of his values, that work ought to be done in a very transparent manner," he said.
